Job location: 100% onsite at Naval Air Station Whidbey Island, Oak Harbor, WA
SUMMARY
The duties include but are not limited to: Non-DTS Entry Agent travel inputs, Payment Processing, Payment Submissions, Payment Inquiries and Research, Travel Claim Submissions, Special Pay Entitlements, Personnel Tempo (PERSTEMPO) tracking, Government Travel Credit Card (GTCC) payments, inquiries, research, and debt management. Basic Skills are required for Microsoft Office, Microsoft Windows, operating office machines; preparing, distributing, storing/filing and final distribution of materials/briefings.
EXPERIENCE
Individual for the position described below shall have at a minimum, four (4) years’ experience related to the technical field described. The Contractor shall have the ability to facilitate any administrative action from inception to closure by tracking and supporting required functions. The Contractor shall provide general administrative project assistance and analysis support such as records management and assist with tracking work unit packages from preparation to delivery of a final product.
The contractor shall perform the following functions:
- Be assigned as Non-DTS Entry Agent (NDEA) and may electronically sign authorizations in place of the traveler and electronically input and forward travel vouchers in place of the traveler using the T-Entered stamp. This indicates that the traveler has provided a signed paper copy of the travel claim to the contractor (or whatever may be required by regulations), which will be imaged into the DTS travel claim as substantiated documentation. Acquire any other level of DTS access as required by the Government Surveillance Officer (GSO) and fulfill duties as designated within the level of access acquired and as directed. Virtual and in-person training involving travel may be required in order to meet and comply with changes in government travel policies, processes, and programs.
- Input travel on behalf of the Government employee, often side-by-side with the government employee, whether individual or group travel. Review Government employee travel documents for accuracy, make required changes in DTS, and additions as required by the JTR.
- Modify travel documents to correct administrative errors prior to approval by an authorized government official.
- Perform investigative research and/or help desk functions to assist travelers in resolving DTS and GTCC related issues, regardless of their nature. Ensure follow through and completion of issues from start to finish
- Contractor is expected to be an expert in DTS and GTCC, able to handle any and all issues, including the most demanding and complex DTS and GTCC problems.
- Contractor shall review GTCC applications for consistency, accuracy, and clerical errors, return applications to the traveler for correction and signature, and then forward completed applications to the Command GTCC Agency Program Coordinator (APC). Acquire any level of GTCC access as required by the GSO and fulfill duties as designated within the level of access acquired, which may include APC access. Assist Support/Enabling Directorate or Admin Department with GTCC items involved during Permanent Change of Station (PCS) moves, or as directed by the GSO.
- Upon travel voucher submission, input required Individual TEMPO reporting data into BUPERS Online. Review draft Sea Pay requests for consistency, accuracy, and clerical errors, return requests to service member for correction and signature, and then forward completed requests to the appropriate routing list.
- Create, route, input, and submit required paperwork for Hardship Duty Pay Tempo (HDP-T), Hazardous Duty Incentive Pay, or any special pays and allotments required for TDY travel.
- Take action as required on all unresolved travel obligations to liquidate or de-obligate as needed; this includes action on Debt Management Reports from the Debt Module Manager (DMM) and Naval Information Forces (NAVIFOR).
- Perform daily DTS review and record checking within a minimum SECRET enclosed building, until or unless directed otherwise by the GSO. Submit bi-weekly reports to the GSO in a designated format.
CLEARANCE REQUIREMENT
As of day one of the Period of Performance of this contract, the Contractor shall hold and maintain a SECRET Security Clearance throughout the life of this contract. Failure to maintain favorable security status will be grounds for immediate removal, and further performance under this contract will not be permitted. Contractor shall submit required forms and documentation identifying background investigation was initiated by the sponsoring organization and reported to Defense Information System for Security (DISS) for clearance processing. Interim secret clearances are not acceptable.
Workweek and Workload: Normal duty hours will be 9:30AM – 4:00PM, Monday through Friday, excluding Federal Holidays, with 30 minutes for lunch. Performance will not be required on the following
Federal holidays: New Year’s Day, Martin Luther King Birthday, Washington’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day and Christmas Day. The normal workweek will be 32.5 hours per week.
Compensation
Salary is commensurate with education and experience and may range between $18.50 and $21.00 per hourly.
