Treasury Director manages and oversees all aspects of daily treasury operations to meet the financial obligations of the organization. Oversees cash reporting and forecasting, credit administration, lender compliance requirements, administration of business insurance programs, and debt facility modeling. Being a Treasury Director reviews and approves cash allocation reports, investment records, and expense and earnings forecasts. Develops department policies, procedures, and internal controls. Additionally, Treasury Director ensures policies and procedures meet the organization's objectives, needs, and regulatory body requirements. Requires a bachelor's degree. Typically reports to a director. The Treasury Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Treasury Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     • Serves as a technical engineering expert on designated engineering and valuation issues and provides advice that may impact tax compliance strategy and the examination program. Facilitates, coordinates and provides collaboration in the support of the identification, development, and resolution of engineering and valuation issues.
    • Exercises significant responsibility in the planning, directing, and coordinating of engineering activities, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Serves as coach and mentor to team by leveraging technical expertise and audit techniques and experience appropriate for certain areas of issue specialization.
    • Engages with a broader community, such as internal, external, senior-level, Appeals and Counsel personnel, on topics related to relevant engineering and valuation issues, answering questions from the field, and provides external speakers to expand knowledge. Leads or participates in Practice Area calls or events. Ensures emerging or strategic issues are identified. May make recommendations for changes to the development of formal or informal guidance affecting technical or engineering subject matter.
    • Communicates most recent resolution strategies on issues, including complex and unusual audit procedures and innovative approaches for the solution of high-impact issues to the broader community. Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks. Ensures that all team members are aware of and participate in planning for achievement of team goals and objectives.

    Qualifications

    Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.     You must meet the following requirements by the closing date of this announcement:

    BASIC REQUIREMENTS: Four (4) year course of study in an accredited college or university leading to a bachelor's or higher professional engineering degree. The curriculum must: 1) be in a school of engineering accredited by the Accreditation Board for Engineering and Technology (ABET) OR

    • include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) Statics, dynamics, b) strength of materials (stress-strain relationships), c) fluid mechanics, hydraulics, d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

    A Combination of education and experience. The education must include courses equivalent to a major in engineering, as shown above. To be qualifying your experience must be sufficient to demonstrate: Thorough knowledge of the physical and mathematical sciences underlying professional engineering, and a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. This must be demonstrated by meeting one of the following:

    • Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico.
    • Written Test showing evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration.
    • Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements.
    • Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

    In Addition To Meeting The Basic Requirement Above, To Qualify For This Position You Must Also Meet The Qualification Requirements Listed Below:

    SPECIALIZED EXPERIENCE GS-14: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal Service. Specialized experience for this position includes: Experience applying fundamental and diversified professional engineering concepts, theories, and practices to achieve engineering objectives with versatility, judgment, and perception; Adapting and applying methods and techniques of related scientific disciplines; and organize, analyze, interpret, and evaluate scientific data in the solution of engineering problems; Experience with basic tax laws relating to land, buildings, plant facilities, machinery, transportation equipment, patents, contracts, goodwill etc.; Experience with law and legal documents dealing with real and personal property and transfers; Experience with pertinent industry practices, procedures, and methods; Standard, accepted real estate appraisal procedures, such as the cost, market, and income approaches to value; Experience working with standard analytical techniques and procedures. Interdisciplinary approach to determine the tax effect of multiple issues. The valuation problems encountered are highly complex and require extensive specialized experience necessary to understand the valuation and tax implications of a variety of engineering and financial transactions, both domestic and international.

    MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
