  • Job Description

    The SBA Underwriter is responsible for reviewing, credit structuring, documenting and processing loans secured by the Small Business Administration (SBA) to include 7(a) and Express loans. He or she reviews credit information both for new loans and for existing loans and makes recommendations for approval or decline. The SBA Underwriter identifies, analyzes, and evaluates loan risks and compensating factors and ensures the safety of Bank assets. He or she assembles loan packages and ensures that all loans underwritten and sent for approval are complete and meet the Bank's standards and procedures, the SBA’s standard operating procedures, and regulatory underwriting guidelines. In addition, he/she assists with the processing and closing of all SBA loans.

    Qualifications

    • High school diploma or GED required; Bachelor's degree in Business, Finance, or a related field preferred
    • At least four years of direct underwriting/credit analysis experience in a commercial lending environment required, preferably in a bank
    • Understanding of financial analysis, cash flow analysis, tax returns analysis, interpretation of balance sheets, accounting principles, and loan structuring required
    • Knowledge of SBA 7A and 504 lending programs, Standard Operating Procedures (SOP), and Servicing and Liquidation SOP required
    • Excellent written and verbal communication skills
    • Strong analytical skills
    • Able to use a computer, adding machine, copy machine, and basic business equipment


    Responsibilities

    • Determines SBA eligibility on all SBA loan requests and analyzes all requests efficiently
    • Reviews and analyzes financial data for SBA loans including, but not limited to, reviewing cash flow analysis, analyzing tax returns and income statements, reviewing and revising loan write-ups and financial statement spreadsheets
    • Evaluates the adequacy of the applicant's income and the probability that the customer will be able to meet expected financial obligations
    • Reviews potential borrower's assets and ensures that the assets meet lending requirements, they are derived from acceptable sources, and the Borrower has acceptable levels of reserves
    • Reviews the borrower's credit history by appraising the manner in which obligations have been met and financial affairs are being managed, and investigates derogatory credit
    • Reviews credit approval memos with recommendations consistent with D.L. Evans Bank Loan Policies and Procedures and SBA SOP policies
    • Evaluates collateral available to secure the SBA loan and ensures that D.L. Evans Bank used reasonable and prudent practices to identify and secure collateral properly
    • Ensures that all documentation is contained in the loan file and that the loan file is complete and meets underwriting standards and regulatory requirements to ensure the safety of Bank assets
    • Makes recommendations to the commercial loan officer and/or the approving officer for approval or denial of SBA loan
    • Reviews periodic borrowing base certificates, contracts, and complex draw requests for compliance
    • Performs periodic reviews of loans in the SBA portfolio as required by D.L. Evans Bank Policy
    • Completes a detailed review of the loan approval to determine borrowers, guarantors, collateral, and all other required closing requirements
    • Ensures accuracy of the loan file, including all SBA application documents, satisfaction of credit conditions, and compliance with SBA lending requirements
    • Reviews third party reports as necessary, including, but not limited to, appraisal, environmental, title, insurance, UCC searches, entity documentation (such as corporate by-laws and operating agreements), business valuation, and franchise agreements
    • Prepares Lender’s Application for Guaranty, submits for the SBA loan number, prepares the SBA Authorization, and pays the SBA Guarantee Fee in accordance with SBA rules and regulations
    • Monitors and directs monetary disbursements according to the SBA Loan Authorization and SBA’s Standard Operating Procedures
    • Assists with the credit analysis of servicing requests
    • Assists with the writing of SBA credit policies and procedures
    • Aids in the training and development of SBA lending bank-wide to help increase with knowledge of those who are processing SBA loans
    • Ensures that the reporting requirements to SBA’s FTA and Colson Services Corporation are complete, accurate, and submitted to the SBA in a timely manner for all sold and unsold loans
    • Balances and maintains internal bank GLs and related 1502 report information used to initiate wire transfers on behalf of the bank to Colson Services Corporation or to third party investors
    • Assists the SBA officers in preparation of packages for guaranty requests (Ten Tab Purchase Request) and with all necessary requested follow-up with the SBA
    • Develops, generates, and maintains a high risk loan portfolio report to track timeliness of lender actions, liquidation completion, and guaranty requests
    • Maintains a working knowledge of all internal policies and procedures as well as laws and regulations relating to SBA loan documentation
    • Maintains the professional reputation of D.L. Evans Bank and promotes D.L. Evans Bank at all times
    • Serves as a representative of D.L. Evans Bank and participates in community activities
