    Job Description Summary:
    Manages a Division of Police Operations. Manages criminal investigations. This position is responsible for providing law enforcement, public safety and service to the University of Kansas Medical Center and surrounding communities. This position is expected to provide a full range of protective services that will support the mission of the University.

    Leadership
    Share the vision of the Executive Director of Public Safety and Chief of University Police, Executive Vice Chancellor and the Vice Chancellor of Administration and inspires others to hold it as their own. Demonstrates a level of commitment, enthusiasm, integrity, and pride in the Medical Center that becomes the practice of others. Plans and directs divisional operations in conjunction with the Executive Director, Associate Director and others who may provide significant, valuable input. Leads by example with the effect that subordinates, and peers are empowered to better achieve their objectives. Develops effective working relationships with others both internal and external that are of mutual benefit and enhance the reputation of the Department and the Medical Center.

    Management
    Manage operations of assigned division and rotates to manage other divisions as assigned. Ensures effective, timely and responsive operations. Develops annual budget recommendation for division and participates with other departmental leaders in creating the Department's budget. Ensures expenditures remain within budget. Provides periodic budgetary and operational reports to Executive Director and Associate Director. Prepares goals and objectives, ensures systematic review of progress toward achieving goals and objectives and acts to correct variances. Develops policies and procedures appropriate to the division managed and implements programs using resources available. Interprets policies/procedures for specific situations and implements law enforcement regulations.

    Serves as a member of departmental Command Staff. Serves as a key advisor to the Associate Director and Executive Director. Serves as a key member of the Department's hiring board in the selection of applicants for police officer positions. Acts as Administrator on Call with a regular rotating assignment. Commands all departmental operations during the absence of the Associate Director and Executive Director. Develops and maintains staffing and work schedules that yield optimal operations and services. Reviews and screens information and reports provided by subordinates to ensure conformity with established procedures and compliance with FCC, State and Federal laws and statutes as well as Medical Center and Departmental rules and regulations. Receives and supervises investigation of complaints. Ensures that disciplinary actions are properly initiated as necessary with final disposition within a timely manner.

    Completes and conducts annual performance reviews timely. Provides communication through special or regular meetings as well as providing status reports on divisional problems, assignments, and projects. Provides progress reports as needed on a timely basis. Relays to subordinates, other managers and supervisors as needed for proper execution of job duties. Coordinate's purchase and maintenance of police communications equipment and other assigned state property. Coordinate's training efforts to ensure proper, safe care and control of authorized equipment, vehicles including firearms. Participates in training and firearms qualifications according to departmental procedures. Completes a minimum of 40 hours training annually. Performs special projects as directed, completed with proper attention to detail and professional standards within established deadlines. Coordinates and supports Police personnel during periods of critical incidents and emergency situations Serves on committees as assigned in both team member and team leader capacities.

    Law Enforcement
    Directly plans, assigns, supervises and evaluates work of all assigned subordinates. Establishes work schedules and assignments. Completes and monitors the performance management processes to include probationary, annual performance evaluations and required feedback sessions. Assists subordinates and other officers during complex calls and/or situations. Recommends disciplinary actions when needed. Supervises, counsels, and evaluates newly hired officers and other employees while assigned to the Training Division. Employee also supervises employees in training classes, blocks of instruction, firearm activities and the Field Training Officer (FTO) Program. Participates in the development of departmental and divisional training programs. Directs the activities of subordinates to develop plans, evaluate progress and results for various projects. Demonstrates knowledge and competence in the areas of law enforcement to include investigations; law enforcement operations; arrest procedures, tactical and legal use of techniques and tools; traffic enforcement; Maintains the ability to give credible testimony in all courts of law.

    Operates a two-way radio equipment in accordance with FCC regulations and departmental policy. Writes and submits clear, concise, legible, and timely reports. Completes reports and forms. Utilizes computer terminal and software packages (i. e. ARMS, GroupWise, etc.) to prepare reports, prepare additional information, receive information, convey information. Conveys all necessary information to supervisors and/or fellow officers in an effort to keep them abreast of problems, concerns or case status in a timely manner.

    Remains constantly abreast and knowledgeable of current Federal and State statutes that pertain to law enforcement. Maintains appropriate documentation for presentation when necessary. Possesses well-developed overall communication skills. Possess ability to testify effectively during depositions and court appearances. Receives and participates in a minimum of 40 hours of training annually. Demonstrates proficiency with firearms quarterly. Demonstrates competence and knowledge of defensive tactics and arrest procedures. Participates and performs satisfactorily in the department's Wellness program. Participates in special operations that may involve other local, State or Federal agencies.

    Engages in activities that will build an atmosphere of mutual respect and trust between our customers, stakeholders, partners, and the University Police department. Addresses the problems of crime, fear of crime, social disorder, and physical disorder. Identifies and prioritizes problems. Works with the community to prevent and/or resolve problems and enhance the quality of life. Networks with other agencies and departments. Maintains control and accountability of keys, uniforms, and department equipment.

    Performs other duties as assigned.

    ** Required Qualifications **

    • Associate's Degree, or 60 semester hours from accredited college or university, or equivalent work experience on a year for year basis.
    • Seven (7) years experience in commissioned law enforcement work and three (3) years of field supervisory experience.
    • Independent work experience in general law enforcement.
    • Demonstrated leadership ability at the supervisory level.
    • Extraordinary interpersonal skills and emotional intelligence.
    • Knowledge of principles, practices and procedures of law enforcement as well as demonstrated knowledge and application of the principles of leadership, management and administration.
    • Fulfill requirements to an approved Kansas Law Enforcement Training Center.
    • Must possess a valid, unrestricted driver's license (corrective lenses acceptable).
    • Requires use of firearms; therefore, to be eligible, candidates cannot have been convicted of a felony or misdemeanor domestic violence crime per 18 U.S.C. 992(g)(8)(9).
    • Must be eligible to attend a basic law enforcement training program acceptable to KLETC or already be certified as a law enforcement officer.
    • Must be able to render credible testimony under oath and maintain the highest levels of professional and personal integrity.
