    URBAN FORESTRY SUPERINTENDENT

    The City of Concord's Public Works Department is seeking an experienced professional to serve as their next Urban Forestry Superintendent. This position is open until filled and may close at any time so you are encouraged to apply as soon as possible. 

    What you will be doing:

    The Urban Forester plans, organizes, directs and participates in the development and implementation of urban forest management and maintenance involving the care, protection and conservation of trees and shrubs located in City parks and public rights-of-way; provides technical advice and training related to tree and landscape maintenance activities; provides liaison between the City and community relating to park and landscape facilities; provides complex and responsible support to the Parks Division in areas of expertise; and performs related work as required.  This position will also be responsible for roadway and median landscaping maintenance, assisting in the developing a strategic plan to complete, and/or select consultants to complete, a comprehensive tree inventory, City-wide Tree Maintenance Plan, deploying a dynamic tree management/information software program, and applying for/administering Urban Forestry related grants. 

    The Public Works Department:

    The Public Works Department strives to develop and provide a variety of customer driven maintenance services and programs to protect the City’s investment of infrastructure, public facilities, and equipment; and ensure the health and safety of Concord’s community in the most efficient and cost-effective manner. The Department is comprised of 89 full time staff across multiple divisions: Administration, Facilities Maintenance, Infrastructure Maintenance, and Parks Services, and Transportation. 

    The Parks Division provides safe, aesthetically pleasing parks designed and maintained to meet the diverse needs for active and passive recreation and leisure activities. The Urban Forestry Program is currently undertaking its first update in several years, including the City's first City-wide tree inventory, Tree Maintenance Plan, and deployment of Tree Management Software. The City embraces the need to improve the Urban Forest, bridge the gap between the City and the Public through outreach and education, and to maximize City resources to improve maintenance, preservation and growth of the City's Urban Forest.

    The City of Concord is looking for someone with initiative, exceptional people skills, a quick study with a sense of humor and has a creative approach to “getting the job done.” Experience implementing, maintaining, and improving urban forestry management programs, managing an urban forestry maintenance program for a municipality, maintaining a municipal urban forest, excellent customer service skills, and the ability to administer a broad based community outreach and volunteer program is highly desirable.

    SELECTION PROCESS

    Conviction History:

    When assigned to all Divisions:
    1. Coordinates and is the responsible manager for the division for all activities including safety programs, accident investigation, and Workers’ Compensation requirements.
    2. Manages maintenance operations including planning, scheduling, materials projections, maintaining a safe and healthy work environment in compliance with CalOSHA regulations.
    3. Assists with the preparation, submission, administration, and monitoring operating and grant budgets, including submitting budgetary recommendations and anticipating future budgetary needs. 
    4. Schedules and determines day-to-day priority of field work to be performed.  Through the division public works supervisor, directs and coordinates the assignment of personnel, materials, and equipment at various work sites.
    5. Keeps informed of the status and availability of necessary tools; equipment, and material to ensure availability in advance of need; ensures that material and equipment are properly stored, protected, and maintained. Initiates purchases of equipment and supplies required for the division.
    6. Conducts field inspections to ensure good performance, work quality, and projects’ adherence to budget and schedule.
    7. Develops programs, content and standards of quality for the division; ensures development and implementation of goals, objectives, and customer service action plans for the division.
    8. Has responsibility for keeping the division informed and for ensuring that appropriate safety practices and work methods are observed. Ensures the maintenance of safe working conditions and good housekeeping practices. Ensures appropriate training is provided for staff.
    9. Develops a variety of reports for management, public, and regulatory agencies. 
    10. Explains, interprets, and enforces City and departmental rules, regulations, and procedures, including those related to the safe, orderly, and efficient operation of assigned work groups.
    11. Applies City and departmental policies, procedures, rules and regulations pertaining to the division; prepares work appraisals and discusses performance evaluations; initiates official disciplinary actions as necessary; identifies and resolves subordinate complaints.
    12. Coordinates support services and activities within Public Works divisions, City departments, and other agencies or organizations.
    13. Responds to questions, complaints, and emergency calls referred by subordinates from the general public and takes appropriate courses of action.
    14. Promotes the City's Mission to make Concord a city of the highest quality by providing responsive, cost-effective, and innovative government services; understands and subscribes to the Vision and Values Statement adopted by the City.
    15. Other Duties as assigned including responding to non-business hour calls.
     
    When assigned to Parks Division:
    1. Plans, organizes and directs the maintenance of the City's Parks, Medians, Open Spaces, Urban Forestry, and other landscaped areas.
    2. Oversees tree and vegetation maintenance operations including planning, scheduling, materials projections, maintaining a safe and healthy work environment, ensuring compliance with relevant State and Federal regulations and local policies, and protecting the City's investment in green infrastructure and Park assets.
    3. Plans, organizes and directs the City's street tree maintenance operation that enhances the community environment and reduces potential hazards within the Right-Of-Way (ROW).
    4. Plans, organizes and directs the City's Integrated Pest Management (IPM) Program and ensures that all Federal, State, and Local regulations are followed; consistently utilizes the “Least Toxic Method” to address weed abatement and other invasive species of pests and plants.
    5. Plans, organizes and directs the programming and maintenance of a City-wide Irrigation Program; adheres to all State, County, and Local mandated drought restrictions as declared; and consistently ensures that all systems are properly programmed and maintained to best preserve water resources.
    6. Plans and implements a City-wide Turf Management Program to ensure the City’s turf assets are properly maintained and preserved.
    7. Collaborates with the Recreation Department to ensure that Park facilities are readily available and maintained to support Recreation Programming.
    8. Ensures the City is making every effort to support AB32 Global Warming Solutions Act of 2006, SB1383 Mandatory Organic Waste Collection, and other pertinent State, County, and Local codes that affect green waste, green infrastructure, Climate Action Plans, and Sustainability.

    Knowledge and Abilities
    Working knowledge of the philosophy, objectives, methods, equipment, materials, and work practices involved in capital projects, public property, maintenance and repair activities; of related tools and equipment; of management techniques pertinent to infrastructure, including planning, scheduling, training, identification of budget needs and maintenance of budget; of the potential hazards and necessary safety precautions to follow as they relate to the use of tools and equipment required to perform various maintenance activities; and of management training principles and techniques of people and/or programs.
     
    Ability to design programs for various maintenance projects, including contract development and administration; to research new materials technology; to effectively supervise and coordinate the work of maintenance crews engaged in maintenance and repair work; to prepare written budget input and to operate within budget allocations; to keep accurate material and labor cost records and to prepare required work and time reports; to read and interpret construction plans and drawings; to skillfully communicate both orally and in writing; and to establish and maintain cooperative and effective relationships with those contacted in the course of work.
     
    Education/Experience
    Education: Satisfactory completion of high school or the equivalent. Possession of a Bachelor's Degree in Business Administration, Public Administration, Construction Management, Engineering or a closely related field is preferred.
     
    Experience: Nine (9) years of progressively responsible work experience in public works maintenance, construction management, street/sewer maintenance management, urban forestry, parks operations/maintenance, or related experience including a minimum of two (2) years of supervisory experience. Possession of a Bachelor’s Degree or completion of college-level coursework may be substituted for the required work experience on a year for year basis for a maximum of four (4) years.
    A California Driver's License and a satisfactory driving record are conditions of initial and continued employment.
