Waste Water Treatment Plant Manager supervises the operations and maintenance of a wastewater treatment plant to ensure compliance with regulatory procedures and reporting practices. Oversees sampling and testing systems, and the testing and maintenance of pumps, conveyors, blowers, and other equipment. Being a Waste Water Treatment Plant Manager ensures staff is up-to-date with all federal, state, and local regulations and environmental guidelines. Typically requires a bachelor's degree or other tech degree. Additionally, Waste Water Treatment Plant Manager typically reports to a manager or director. The Waste Water Treatment Plant Manager supervises a group of primarily para-professional level staffs. May also be a level above a supervisor within high volume administrative/ production environments. Makes day-to-day decisions within or for a group/small department. Has some authority for personnel actions. To be a Waste Water Treatment Plant Manager typically requires 3-5 years experience in the related area as an individual contributor.     This position is responsible for operating and maintaining the Wastewater Treatment Plant (WWTP).  This a journey level position which performs a variety of operating, maintenance and testing activities related to wastewater treatment.  Work is performed within established procedures and with priorities and deadlines established according to city, state and/or federal wastewater treatment requirements.  Employees in this class work independently with supervision mainly exercised over outcomes and products rather than work processes, and employees are expected to keep supervisors informed of problems. 

    Other duties may be assigned as needed.

    1. Operates and maintains all pumping and control equipment at the WWTP.
    2. Performs routine maintenance and repair on plant systems.
    3. Collects samples and performs all laboratory testing of WWTP influent/effluent including temperature, pH, flow, chlorine residual, dissolved oxygen, settable solids, fecal coliform, BOD, CBOD, TSS, VSS, QC testing, or other testing as required.  
    4. May assist as needed with the pretreatment program including inspections and sampling.  
    5. Assists in preparing and recording all monthly and quarterly reports for the Department of Ecology.
    6. Orders parts, equipment, and materials for plant operations and maintenance.
    7. Performs a variety of building, grounds, custodial, and maintenance duties relating to wastewater treatment facilities.
    8. Analyzes equipment needs and make recommendations to the supervisor for potential additions, replacements, alterations, and repairs to the plant and related supporting equipment.

    A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.

     

    Experience:  

    • Four years of experience performing a variety of the essential duties of the position or a related position in a wastewater utility with at least two years operating experience at a Class II Wastewater Treatment Plant.  

    Education and Training:

    • High school diploma or GED.
    • Two years of college level coursework or equivalent technical training in chemistry, biology, engineering, environmental science, or related field.   

    Licenses or Certificates:

    • Group I Wastewater Treatment Plant Operator certification by date of hire.
    • Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s License.
    • Must possess, or have the ability to possess within six months of hire date, first aid and CPR certifications.
    • Must possess or have the ability to possess within twelve months of hire date, a Wastewater Treatment Plant Operator Group III certification.

    While performing the essential functions of this job, the employee is frequently required to stand; walk; sit; kneel, bend, or climb and to use hands to finger, handle, or feel objects, tools, or controls; and talk or hear.  The employee must be able to lift up to 25 pounds on a frequent basis; lift 25 to 50 pounds on an occasional basis; and lift and/or move between 50 - 100 pounds with assistance.  Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

     

    This position works inside and occasionally works outside in various weather conditions. The employee occasionally works near moving mechanical parts and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and the risk of electrical shock.   The noise level in the work environment is usually moderate.

     

    This position works a regular schedule, however, incumbents may be called in to work at irregular times in emergency situations, and incumbents must be available for call-out as needed.
