Waste Water Treatment Technician ensures that pumps, conveyors, blowers, chlorinators, vacuum equipment and other waste water treatment equipment are functioning properly. Monitors equipment for potential failures and may make minor repairs or adjustments as needed. Being a Waste Water Treatment Technician collects water samples for chemical analysis. May be required to complete an apprenticeship and/or formal training in area of specialty. Additionally, Waste Water Treatment Technician typically requires a high school diploma or equivalent. Typically reports to a supervisor or manager. The Waste Water Treatment Technician works under the close direction of senior personnel in the functional area.     SUMMARY OF JOB
    Plans, directs, coordinates and oversees all activities, services and operations of the
    Water and Wastewater plant operations. Responsibilities entail accountability based
    on measurable cost effective results for the substance, efficiency, productivity and
    quality of activities performed by the division. Bachelor's degree from an accredited
    college or university in civil or environmental engineering or related field plus five
    (5) or more years related experience and/or training in the design/maintenance/
    operation of water production/wastewater treatment, and distribution and collection
    systems or equivalent combination of education and experience such as an
    Associate's Degree in Science, Engineering or equivalent combined with a minimum
    ten (10) years of progressive utility experience and a Water or Wastewater License
    may be considered.

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    Includes the following. Other duties may be assigned or scheduled.

    * Performs measurable cost effective results for the substance, efficiency,
    productivity and quality of activities performed by the division.

    * Plans, directs and coordinates all activities, services and operations of the
    Water/Wastewater division.

    * Prepares short and long-range plans for the division that includes financial
    analysis and project review.

    * Approves and assists in the formulation and administration of departmental
    policies, plans and programs.

    * Takes active role or assures subordinate managers take active role in developing
    employees by establishing individual employee goals and objectives. Assures
    appropriate resources are available to obtain established goals and objectives.

    * Assures department orientation and in-service training programs are available to
    all employees.

    * Approves appointments and promotions within division ensuring appointment/
    movement is a vacancy within current structure. Works with Human Resources
    when the need arises to reclassify positions.

    * Works with subordinate managers and Human Resources in regards to dismissal
    of employees.

    * Assures employee evaluations are complete and accurate and meets all
    requirements as set forth by Executive Director.

    * Prepares division budget and executes authorized budget.

    * Confers with and advises Chief Operating Officer - Water Quality on problems
    encountered in divisional operations.

    * Represents Authority and division in meetings with the general public, public and
    private agencies, contractors and other governmental agencies.

    * Answers questions from various public and private agencies and the general
    public relative to Authority and division projects and operations.

    * Coordinates treatment, production, maintenance, repair and expansions at all
    water and wastewater treatment plants, pumping, pressure control and storage
    facilities.

    * Informs appropriate officials about financial, engineering and other needs of the
    system and about its facilities.

    * Prepares basic data and information for necessary changes and improvement to
    treatment systems and processes.

    * Coordinates with WVWA's Engineering division to ensure that water and
    wastewater facilities and systems are constructed, modified or repaired in
    conformance with specifications and applicable codes.

    * Establishes and maintains direct communication with local and state health
    officials.

    * Subject to twenty-four (24) hour call.

    SUPERVISORY RESPONSIBILITIES
    Manages employees in the Water/Wastewater plant division in accordance with the
    organization's policies and applicable laws. Responsibilities include interviewing,
    hiring, and training employees; planning, assigning, and directing work; appraising
    performance; rewarding and disciplining employees; addressing complaints and
    resolving problems.

    * Ability to read, analyze and interpret common scientific and/or technical
    journals, financial reports and legal documents.

    * Ability to write reports, correspondences and procedure manuals in a clear
    concise manner.

    * Ability to communicate technical concepts to technical and non-technical
    audiences.

    * Must possess and maintain a good work ethic concerning attendance,
    punctuality, positive attitude, meeting deadlines, being a team player and
    encouraging teamwork among employees.

    * Comprehensive knowledge of modern civil and environmental engineering
    principles, methods and practices involved in designing, operating, and
    maintaining water production, storage and delivery systems.

    * Thorough knowledge of project management.

    * Thorough knowledge of rules, regulations, laws and ordinances pertaining to
    operations of the Authority and State and Federal requirements.

    * Thorough knowledge of the principles and practices involving the treatment of
    surface water for a potable water supply.

    * Ability to develop plans and organize projects.

    * Ability to keep records and to prepare technical reports.

    EDUCATION and/or EXPERIENCE
    Bachelor's degree from an accredited college or university in civil or environmental

    treatment, and distribution and collection systems or equivalent combination of
    education and experience such as an Associate's Degree in Science, Engineering or

    CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS
    * Must possess a valid Virginia driver's license or have the ability to obtain one
    within 60 days of employment date. No more than six (6) demerit points on
    driving record if required to drive Water Authority vehicles.

    * Employee must regularly lift, carry and/or move up to 25 pounds and
    occasionally 50 pounds. Assistance is required on weight amounts above those

    benefits.
