    Eligible for NY HELPS or 55b/c appointment: Must meet the minimum qualifications below. Please note that if applying under the 55b/c, candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55b/c program.
    This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
    For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In May 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin.
    At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

    Duties Description
    The EPS1 will work as part of the Region 9 Division of Water to assist with water focused, watershed management and climate resilience efforts including stormwater management, soil erosion and sediment control, floodplain management, and the implementation of nature-based solutions in region 9 waterways. The position will be based in the Buffalo office and will require travel throughout the six-county region.

    The EPS1 will analyze environmental data and evaluate technical information to provide guidance and recommendations to support the development and implementation of Clean Water Plans, nonpoint source program and watershed/ecosystem resilience projects. The position will focus on watershed and flood management plans, project selection/development, and implementation schedules.

    Duties/Responsibilities:
    • Conduct research, data analysis and interpretation of environmental data to identify and implement watershed initiatives and programmatic efforts throughout the region.
    • Evaluate standard practices, nature based and green infrastructure technologies related to stormwater runoff, coastal resilience, and redevelopment projects to identify opportunities to reduce flooding and improve water quality, ecosystem health, and climate resilience.
    • Work with regional flood and permit review staff to review coastal development, flood management plans, stormwater related management plans, and other permit applications as applicable and assigned.
    • Provide technical assistance and serve as regional liaison to partner organizations and attend meetings to build relationships and distribute technical information, provide training opportunities.

    Preferred Additional Qualifications:
    • Excellent interpersonal communication skills; strong writing and verbal communication skills and have experience and comfort in public speaking.
    • Experience using GIS based mapping and watershed modeling tools to identifying stormwater runoff sources and related water quality and stormwater impairments in watersheds
    • Experience with nature based solutions, green infrastructure, and/or soil and water conservation best management practices filter, slow, spread, sink and store water to improve resilience and ecosystem health.
    • Experience with Green Infrastructure, Construction Stormwater General Permit, and MS4s

    Additional Comments:
    Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel, primarily throughout New York State, but occasionally out of state and some overnight travel will be required.
