    The City of Steamboat Springs is pleased to announce a job opening in our Parks Division as a Water Conservation and Irrigation Specialist! Put your talents and skills to work to contribute to our vibrant community!

    As a member of the Parks and Recreation Department, the Water Conservation and Irrigation Specialist will develop a water conservation program and oversee a team of technicians to optimize the departments irrigation systems, ensuring efficient water management and healthy city landscapes. The specialist will lead and supervise staff in performing semi-skilled and skilled tasks operating a variety of equipment in all phases of construction, operation, repair, maintenance, and replacement of the City's water irrigation systems. The ideal candidate will have a strong background in irrigation design principles, installation, and maintenance practices, and have a passion for water conservation strategies and sustainable landscape development through well rounded cultural practices.

    SUPERVISION RECEIVED 
    Works under the general supervision of the Parks Supervisor.

    SUPERVISION EXERCISED 
    Supervises contractors, subcontractors, Parks Maintenance Technicians, Parks Workers, assigned community service workers, volunteers and temporary employees as required in the maintenance and installation of irrigation systems, implementation of cultural practices, and development of water conservation programs.
    • Lead all water conservation efforts and manage all irrigation watering practices using effective scheduling, programming, and maintenance of all central and remote irrigation control systems for parks, facilities, and streetscapes.  
    • Develop and implement a Parks and Recreation Department Water Conservation Program, analyzing current water delivery systems, implement new tools and methods in response to multi year drought or other challenges, creating water wise programs and procedures that can be applied in the community.
    • Knowledge of proper installation and maintenance of central control irrigation systems, flow sensors, soils sensors and central control management while staying abreast of new technologies and efficiencies in the industry.
    • Conduct regular quality assurance inspections of irrigation systems, water diversion structures, and pump systems to identify issues and ensure efficient operation; implement preventative maintenance programs to extend system lifespan and identify capital assets for replacement.
    • Serves as a technical resource for the community in drought planning, irrigation system management, and water conservation programs by attending training seminars, vendor demonstrations and courses to maintain certifications and remain current with latest techniques and technologies.
    • Manage water usage in park and right-of-way areas and monitor historical use to prepare an annual irrigation water budget for the department. Oversee the effective management of program data, utilizing tools and systems to track progress, evaluate effectiveness, and inform strategic decision making.
    • Performs soil moisture and composition tests on parks, athletic fields, streetscapes, and medians to inform watering needs and cultural practice decisions for the department to budget and implement.
    • Supervise and mentor a team of irrigation technicians in assembling, installing, maintaining, and repairing pipes, fittings, fixtures, valves and heads of irrigation, water delivery, and drainage systems, while maintaining pump stations and backflow preventers in good operable condition.
    • Serves as a technical resource for construction projects reviewing landscape and irrigation plans from the design phase through final inspection, ensuring proper industry codes, standards, and specifications are completed in compliance.
    • Develops and implements efficiencies in water delivery and landscape practices and policies to ensure long-term water savings on city owned properties that can be implemented within the community.
    • Work in coordination with the City’s Water Resources Manager on water conservation programming and administering water savings and/or drought management plans for both public lands and the community.
    • Performs coverage tests, pressure tests, and oversees the installation of new controllers while implementing technological equipment and strategies to conserve water.  
    • Communicates effectively and develops reports and presents findings to commissions and Council as requested.
    • Maintain a variety of records on water conservation efforts and prepare progress reports on the maintenance, construction, and inspections of water delivery systems, and develop requests for new equipment, materials, and supplies.  
    • Contract, schedule and supervise contractors on system installation, repairs, and water scheduling requirements for city-owned property.
    • Provide outstanding customer service in responding to irrigation scheduling and water application concerns from the public or other divisions.  
    • Provides strong leadership skills in supervising, planning, scheduling, and implementing water conservation maintenance and operational activities designed to provide efficient quality services for the division.
    • Supervises, completes, and submits daily work reports, work orders, and payroll timesheets in an accurate and timely manner.
    • Provides courteous customer service; responds to questions and inquiries from the public. Cooperates with co-workers, supervisor, and other departments to foster the spirit of a team environment.
    • Budgets and purchases equipment needed for operations and maintenance.
    • Oversees assets and equipment regarding inventory control and resource allocation. Ensures equipment and tools are properly maintained and in good working order.
    • Responsible for repairing and maintaining remote monitoring equipment including flow sensors and make recommendations for improvements or upgrades. Leads and safely operates a variety of construction and maintenance equipment.
    • Responsible for locating and marking city-owned irrigation for scheduled excavations, responds to 811 Dig Ticket calls, and works with GIS Staff to digitally capture all existing and new relevant City irrigation infrastructure for all parks, facilities, and streetscapes.  
    • Responsible for overseeing and ensuring the completion of annual backflow inspections and repairs to uphold compliance with Water Department regulations.
    • Supervises and performs maintenance and repairs of irrigation systems; installs or assists in installation of new sprinkler systems. Must be proficient in electrical and hydraulic systems for water pumps and irrigation systems. Creates work specifications and writes scope of work for bid documents. Develops draft Request for Proposals.
    • Drafts reports and presentations on the effectiveness of conservation efforts in Steamboat Springs.
    • Performs annual performance evaluations for subordinate full-time and seasonal employees.
    • Promotes a culture of safety in the workplace and reports safety hazards when observed. Leads safety trainings and promotes best practices for safety and accomplishing work tasks with industry standards.
     
    PERIPHERAL DUTIES 
    Serves on various committees as assigned.
    Supervises and assists with snow removal activities in winter months.
    Performs some or all of the duties of subordinates.
    May be involved in special projects and events that are directly or indirectly related to essential job functions.DESIRED MINIMUM QUALIFICATIONS 
    Education and Experience:
    1. Preferred: Bachelor’s Degree in Environmental Studies, Natural Resource Management, or Public Administration.
    2. Required graduation from high school education or GED equivalent.
    3. Five to seven (5-7) years of proven experience in parks irrigation maintenance and operation techniques
    4. Five (5) years of experience operating medium to heavy equipment and small equipment and hand tools.
    5. Two (2) years’ experience as a specialist or comparable position.
    6. Any equivalent combination of education and experience.
    7. Proficiency in central control irrigation systems, Irrigation software and technology
    8. In-depth knowledge of water conservation and management principals.
    9. Knowledge of the principles and practices of hydrology and horticulture
     
    Necessary knowledge, Skills, and Abilities: 
    1. Knowledge of Colorado water law and water rights
    2. Ability to read, review and implement construction plan sets, blueprints and specifications.
    3. Skill in developing requests for proposals, contract management, and the procurement process.
    4. Advanced knowledge of safe operational procedures in the use of heavy equipment, machines, tools, chemicals, and toxic agents.
    5. Ability to safely perform heavy manual tasks for extended periods of time under adverse conditions
    6. Ability to communicate effectively and establish and maintain effective working relationships with peers, employees, other departments, and the public.
    7. Additional skills and abilities include operation monitoring (gauges, dials, or other indicators to make sure a machine is operating properly; active listening; critical thinking (using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems); 
    8. Control precision (the ability to quickly and repeatedly adjust the controls of a machine or a vehicle to exact positions; multi-limb coordination; near vision, depth perception.
    9. Ability to adapt to changing conditions and priorities and willingness to grow and learn new skills
    10. Ability to perform the duties of the position without direct supervision
    11. Ability to communicate effectively orally and in writing, developing reports, reviewing plans, and performing supervisory skills
    12. Computer skills required: GIS, Microsoft Office Suite, and ability to learn Outlook, Kronos, NeoGov, Excel, and other relevant systems.
    13. Knowledge of soils to include soil types, analysis, infiltration rates, and soil properties
    14. Knowledge of horticultural, arboriculture, and turf grass cultural practices including aeration, soil amendments, biochar, mycorrhiza, and other soil inoculants.
    15. Working knowledge of soil-plant-water relationships, water requirements, and electricity principles
     
    SPECIAL REQUIREMENTS
    1. Valid Colorado Driver’s License
    2. CPR/1st Aid certification within three (3) months of employment
    3. Minimum of three (3) of the following:
      • Certified Irrigation Technician (CIT)
      • Certified Landscape Irrigation Auditor (CLIA)
      • Certified Golf Irrigation Auditor (CGIA)
      • Certified Landscape Water Manager (CLWM)
      • Certified Irrigation Contractor (CIC)
      • Certified Irrigation Designer – Landscape (CID – Landscape)
      • Certified Agricultural Irrigation Specialist (CAIS)
      • NALP Landscape Industry Certified Technician (LICT)
      • Certified Professional Horticulturalist (CPH)
      • Certified Backflow Tester (CBT)
      • Irrigation Central Control System experience
        Or other approved education and certifications.
    4. Required to participate in “on-call” rotation during non-scheduled hours year-round (winter and summer).

    Compensation range is $36.46 - $49.22/hour and placement within the range is dependent upon relevant experience and qualifications.
