Water Resources & Conservation Analyst

    Under general supervision, performs a wide variety of duties involving water resources and water conservation programs.  Includes the preparation of water resource and conservation reports, regulatory compliance tracking as well as providing technical assistance to internal and external customers.
      
    • Responsible for the ordering and tracking of the delivery of Central Arizona Project water for recharge and recovery, monitoring and tracking of the groundwater allowance account and long-term storage accounts.
    • Assists with the preparation of reports for regulatory bodies, including the Arizona Department of Water Resources annual water use reports.
    • Responsible for the development and maintenance of systems and databases to efficiently track and report water use, water resource and water conservation information.
    • Responsible for the content development and timely completion of the Utility’s quarterly departmental newsletter.
    • Develops and administers the Utility’s conservation budget.
    • Develops, implements, and manages the Utility’s water conservation programs, including educational programs for school-age children.
    • Conducts indoor and outdoor water use audits and/or evaluations of residential and commercial properties and recommends adjustments to reduce water use.
    • Provides educational materials and services related to efficient water use to homeowners, businesses, contractors and landscape service providers, Town-owned facilities and sports/recreation facilities.
    • Represents the Town and the Water Utility by attending and participating in meetings with regional water providers and local, state and federal agencies regarding various water resource and water conservation matters.
    • Monitors the Utility’s WaterSmart platform to identify high usage for all customer classifications and notifies customers of high usage.
    • Assists Customer Service staff in the monitoring of the Utility’s OVWater email and responds to customer inquiries with respect to irrigation leaks, and high water usage.
    • Coordinates as required with Water Operations, Engineering and Customer Service.
    • Attends Water Utility Commission meetings as required to provide staff reports and/or make presentations and recommendations.
    • Assist in researching and applying for grants and grant administration.
    • Other duties as assigned.
     
    REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
     

    • Ability to communicate effectively both verbally and in written communication.
    • Ability to work independently and as part of a team.
    • Ability to organize work, set priorities, meet critical deadlines and follow up on work assignments with minimal supervision.
    • Knowledge of rules and regulations governing water resources in Arizona
    • Knowledge of water conservation means, methods and practices.
    • Skill in the use of Microsoft Office suite, and other software programs as required.
    • Skill in assessing, identifying and implementing solutions to complex problems.
    • Ability to follow verbal and written instructions.

     
    • A bachelor's degree from an accredited college or university in Water Resources, Environmental Science, Watershed Science, Hydrology or a closely related field.
    • Three (3) years of analytics in a regulated utility.
    • Must possess a valid Class D Arizona driver license upon the first day of employment.
    • Must possess or be able to obtain certification as a Landscape Irrigation Auditor within one (1) year of employment.
    • An equivalent combination of education and experience may be considered.
       
     
    PREFERRED QUALIFICATIONS:
     
    • Experience in the areas of water resource management, water resource planning, hydrology, and water conservation practices.
       

    • Performs job duties in an indoor and outdoor environment.
    • Must be able to move or lift up to twenty (20) pounds.
    • Regular, daily attendance is an essential function for this position.
