ZONING TECHNICIAN
Performs skilled technical work in the review and issuance of zoning and water supply, watershed-related permits, minor subdivision plat review, and zoning investigative enforcement.
An employee in this class participates in technical work in the review and approval of applications for residential zoning, floodplain and water supply watershed permits and review of minor subdivision plats. Work is performed by established County ordinances, laws, and regulations; but considerable independent judgment and technical knowledge are required in making decisions. Considerable tact and firmness must be used in dealing with contractors, property owners, and the general public. Work involves periodic field investigative enforcement to confirm compliance with applicable laws and ordinances. Employee must exercise independent judgment, discretion, and initiative in completing assignments and handling difficult public contact situations requiring considerable tact and knowledge of applicable policies, procedures, and programs. The employee is subject to inside/outside environmental conditions. Work is performed under general supervision of the Planning Director and is evaluated through observation and discussion. Also receives direction and technical guidance from professional planning staff.
Reviews applications for residential zoning, floodplain and water supply watershed permits, and review of minor subdivision plats, and periodic field investigative enforcement in order to ensure compliance with existing ordinances.
Consults with the public on issues relating to the application, as well as provides information of the existing regulations. Responds to in-person and telephone inquiries related to zoning and other planning issues.
Keeps records and maintains orderly files and public records.
Performs various inspection and permit duties including scheduling and entering inspections and issuing building and associated trade permits, well, and septic permits.
Assesses and resolves minor complaints and directs inquiries to appropriate staff as needed.
Confers with planning, environmental health and other officials to compile necessary information to ensure proper approval of plans is obtained, and contractor licenses are current.
Collects applicable fees for permits and inspections, prepares receipts and makes deposits.
Receives and reviews plats to ensure compliance with ordinances; coordinates file detail in preparation for recordation of plats; collects fees and records final plats in Register of Deeds.
Prepares legal notice advertisements for publication; prepares lists of property owners required for public notices and prepares mailings.
Assists other staff with special projects.
Physical Requirements
Must be able to physically perform the basic life operational functions of standing, walking, talking and hearing.
Must be able to perform light work exerting up to 20 pounds of force occasionally and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to pull, move or carry objects.
Must possess the visual acuity to prepare and analyze data and figures, perform accounting and plan review tasks, perform extensive reading, and operate a computer terminal.
Desirable Education and Experience
Graduation from High School with experience in a public agency with considerable related experience in customer support and planning technician work; or an equivalent combination of education and experience. A two-year or community college with a degree in Planning or a related field is a plus.
Special Requirements
Possession of a valid North Carolina driver’s license.
