Salary: $52,500 - $62,500 Annually DOE


As a member of the Asset & Property Management team the Property Supervisor will be responsible for ensuring that each property meets all ownership goals and objectives as well as company procedures and standards through the daily supervision of all areas of management of each property. This includes good physical appearance and maintenance upkeep, good financial health and stability, program and government compliance, tenant relations and a position within the community that represents our company as a knowledgeable and professional organization.


Essential Duties:


1. General Duties:

  • Responsible for the overall operations of assigned properties, ensuring portfolio performance based on established goals and benchmarks
  • Ensures buildings are maintained in safe, secure, clean and good condition.
  • Conducts annual inspections.
  • Interacts with various social service agencies, the local housing authorities and other community partners particularly regarding issues related to organizations, residents, and applicants.
  • Act as liaison between property management and resident services staff and supports and cooperates with resident services programs and activities
  • Develop specific marketing strategies and work with Community Outreach Coordinator to implement, including but not limited to presentations to targeted service providers and programs, at SPA and community meetings, conferences, fairs.
  • Update and train staff on ACOF Affirmative Marketing and Tenant Intake process and Fair Housing issues.


2. Business Management:

  • Provides guidance to supervisee’s rental activities, including, but not limited to applications, move-ins, move-outs, terminations, evictions, tenant conflicts, etc., when needed.
  • Keep current on all updates and changes in affordable housing occupancy programs and requirements and inform the rest of the PM staff on all updates.
  • Compile and submit required reports to asset manager to be submitted to regulatory agencies or their designees such as Urban Futures, LAHD, Equity Investors, HCD, AHP, TCAC.
  • Develop and implement procedures for safeguarding private, medical and personally identifying information.
  • Familiarity with Coordinated Entry System (CES)
  • Review and approve all new move-in for regulatory compliance, program and development eligibility standards and adherence to Tenant Selection Criteria.
  • Develop and implement file audit procedures to attain 100% compliance of tenant files.
  • Supervise and manage certification/re-certification process for ACOF properties.
  • Coordinate new building lease up and set up compliance system to include but not limited to: affirmative marketing tools, wait list binder, mock tenant file, fair housing, and compliance tool.


3. Staff Supervision, Training and Development:

  • Generate and analyze various reports to track the building’s performance to include but not limited to: budget to actual financials, vacancy report, etc.
  • In collaboration with the asset manager, develop building budgets.
  • Manage regulatory compliance in accordance with loan documents and regulatory agreements.
  • Manage Property Management contracts/services.
  • Respond to stage 3 tenants’ grievances, reasonable accommodation requests and monitor site staff’s, services and property management, collaboration.
  • Meets weekly with direct reports.
  • Prepares and conducts performance evaluations

Supervisory Responsibilities:

  • The incumbent in this position will have supervisory responsibility for eight (8) to nine (9) properties and the ACOF Property Managers assigned to the respective sites.


Requirements

To perform effectively in this position, the Property Supervisor candidate must have:


Basic Qualifications:

  • Three (3) years multi-site management experience.
  • Two (2) years’ experience working with low income communities.
  • Two (2) years’ experience working with government assisted programs such as HUD, HOME, Section 8, and Tax Credit.
  • Possession of a valid California driver license.
  • Access to a personal vehicle to be used to conduct ACOF business.
  • Ability to meet California minimum and ACOF insurance requirements.
  • One (1) year experience working in a team setting.


Preferred Qualifications:

  • Excellent written and oral communication skills.
  • Advanced computer skills including database applications, Excel and PowerPoint.
  • Strong interpersonal skills and the ability, willingness and sensitivity to work effectively with a wide range of constituencies, including people with special needs, in a diverse community setting.
  • Demonstrated ability to build consensus and work effectively.
  • Sound judgment, excellent assessment, and problem-solving skills.
  • Ability to effectively manage time and paper.
  • Ability to respond appropriately in tense situations with an even temperament.
  • Ability to interface effectively with property management and other staff.
