Summary

Experience Corps is an evidence-based, award winning program AARP Literacy program, utilizing highly trained volunteers age 50 and over to mentor students in kindergarten through third grade.  The program improves the literacy rates of children, enriches the lives of our volunteers and strengthens schools in the communities we serve.

Designs and implements internal program evaluations and oversees the ongoing collection, analysis, and use of assessment data for purposes of periodic reporting, continuously improving programs and operations (demonstrating program effectiveness), and meeting accountability requirements.  Provides technical assistance and support to network programs in their data collection and reporting efforts and in securing school district approvals for data collection, when required. 

Responsibilities
  1. Devises and implements strategies for data collection, including identifying and deploying relevant literacy assessment metrics consistent with tutoring-skills focus and measures of older adult outcomes, placing a minimum burden on the network, while yielding comprehensive and appropriate data.  Ensures high levels of data quality and implements comprehensive data governance.  Oversees the annual data collection process.

 

  1. Analyzes qualitative and quantitative data.  Provides internal stakeholders with reports, dashboards, program data, and information to inform continuous improvement, develop communications materials, and support resource development.  Translates program data into communications that are useable and accessible to all audiences.  Oversees the annual data reporting process.

 

  1. Provides training to network program staff and external partners on evaluation and data usage.  Develops and delivers training, as needed.  Advises on the use of evaluation data for policy, decision making, and continuous improvement.  Provides solutions to research and evaluation issues at the program level, assisting local programs with data manipulation and usage across systems.  Leads a network-wide research and evaluation affinity group.

 

  1. Establishes relationships with the academic research community in both the K-3 literacy field and in older adult health and well-being.  Conducts literature reviews to monitor and inform standards of practice based on emerging evidence.  Communicates relevant research-to-practice findings to the network on a regular basis.  Identifies and promotes program best practices through research.  Manages internal research activities.

 

       5. May serve as a lead to temporary or permanent staff, including professional consultants, to contribute to data analysis, evaluation, and research                 needs.  Manages the RFP, selection, and procurement process for external evaluation partners.  Works collaboratively with evaluation partners to               ensure work is timely and appropriate to the needs of the department

Requirements

Completion of a Master’s degree (Ph.D. degree preferred) and 6+ years of program evaluation experience. 

 

Academic background in evaluation research or a related social science field; on an equivalent combination of education and experience. 

 

Prior experience managing external research and evaluation projects, including managing contractors and staff. 

 

Knowledge of literacy assessments a plus.

 

Expertise with quantitative and qualitative evaluation and research methods and analyzing quantitative and qualitative data.

 

Experience and strength in developing surveys and data collection tools.

 

Technical proficiency with major web-based and other database management systems and statistical software packages, including SPSS or SAS.  Proficiency with SPSS surveys, Tableau, and SQL a plus

 

Excellent oral and written communication skills, with the ability to communicate technical information to a wide range of audiences.  Experience in technical report writing.

 

Experience in designing, developing, and delivering evaluation training for staff with a diverse range of evaluation expertise.

 

Experience in ensuring data quality and implementing data governance processes.

 

Prior experience successfully performing literature and research reviews.

 

Strong organizational skills, with the ability to manage heavy workloads and multiple tasks.

 

Up to 40% travel is required.
