What does an Program Efficiency Team Data Analyst do at companies like BAO SYSTEMS?

The Office of the U.S. Global AIDS Coordinator and Health Diplomacy (S/GAC) leads and manages the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR). The mission of S/GAC is to deliver an AIDS-free generation with accountability, transparency, and impact. S/GAC works in 50+ countries worldwide and with seven U.S. government agencies and non-profit partners to deliver services to support this goal. 

The Program Efficiency Team is looking for a Data Analyst with strong quantitative skills, specifically with an in-depth knowledge of excel. Analysts will be responsible for generating and analyzing financial and other quantitative data to assess country performance and inform decision making. International travel may be required for this position, potentially up to four times a year.

Essential Duties and Responsibilities

  • Generate and analyze financial and other quantitative data to assess country performance and inform decision making.
  • Work closely with the PEPFAR Program Manager (PPM) (Generalist) to support 3-5 countries.
  • “Dig into” the data and provide data analysis and translations to PPMs and Program Chairs.
  • Answer the question, “what is the data impact on public health?” from an expenditure and finance perspective.
  • Diagnose and understand expenditure data, related flows and overall context.
  • Translate complex data analysis concepts and requirements into clear, digestible, and usable information.
  • Respond to rapid and short-fuse data requests and communicate findings.

Knowledge, Skills, and Abilities

  • Strong background and experience with Microsoft Excel 
  • Familiarity with analyzing performance, reviewing results and decision-making based on data
  • Experience with budget and financial data
  • Quantitatively minded, with strong attention to detail and critical thinking skills
  • Ability to understand the bigger picture as well as necessary detailed analytics
  • Working knowledge of data and process modeling
  • Excellent oral and written skills, and ability to communicate effectively with disparate groups
  • Understanding of budget and planning processes/systems
  • Demonstrated organizational and presentation skills

Qualifications

  • 4-6 years’ experience in supporting government, development and/or public health clients, preferably international public health, focusing on budget/finance data
    OR
  • 2-3 years’ experience with Master’s degree in Economics, Finance, Business, Public Policy, Public Health, International Studies, Statistics, Accounting or a comparable field.

REQUIRED: Moderate Risk Public Trust (MRPT)
