NATURE OF POSITION
Establish and maintain relationships with community groups for persons with disabilities and senior citizens to engage in ongoing customer needs-analysis for continuous improvement of the Agency’s paratransit programs and services. Ensure compliance with applicable Federal and State regulations and guidelines regarding public transportation and the Americans with Disabilities Act (ADA) Standards for Transportation Facilities.

  • Support the Agency’s paratransit services and programs by developing ongoing relationships with community groups for persons with disabilities and for senior citizens.
  • Ensure compliance with applicable Federal and State regulations and guidelines regarding public transportation and the Americans with Disabilities Act (ADA) Standards for Transportation Facilities (ADA Coordinator)
  • Act as liaison between Agency and community groups for persons with disabilities and for senior citizens.
  • Meet with community groups and individuals to review and evaluate paratransit programs and services, provide educational materials, and receive feedback with the aim of continually improving the Agency’s paratransit services and programs.
  • Monitor, evaluate, and respond to customer accessibility issues and concerns about facilities and equipment; make recommendations regarding design improvements and service delivery.
  • Monitor and evaluate paratransit services for efficiency, timeliness, and customer satisfaction.
  • Conduct community outreach workshops and presentations to community agencies, schools, churches, senior centers, retirement homes, transportation fairs, and professional organizations.
  • Conduct on-board observations of staff for ADA compliant service; develop summary reports of observed violations; provide following-up training. 
  • Conduct on-board inspection of paratransit buses for ADA compliant equipment, fixtures and features; develop summary reports of observed violations; provide following-up reports for equipment repair and replacement. 
  • Respond to notifications from community stakeholders regarding medical issues or contagious diseases that might impact the safety of Agency staff.
  • Assist in monitoring, maintaining, and administering the recertification of eligible clients to ensure compliance of the FTA’s ADA Paratransit program.
  • Provide confidentiality of client’s Personally Identifiable Information (PII) in a secure location with controlled access.
  • Develop and schedule ADA training sessions for departmental staff and Agency clients regarding facility and transit system accessibility.
  • Assist with requests from other departments and clients regarding reasonable accommodations; perform needs assessments and make recommendations.
  • Plan, coordinate and assign staff work plans; ensure compliance with Agency policies and procedures.
  • Supervise, coach, and evaluate assigned staff; counsel and issue corrective action when needed.
  • Participate in the selection process of new employees; ensure appropriate training is provided.
  • Collaborate with Agency departments to conduct travel instructional program activities for clients with mobility devices for on boarding and off-boarding fixed route buses; provide client evaluations to determine needs.
  • Ensure Agency paratransit policies and procedures are current by monitoring regulations and legislation on disability issues; update when necessary.
  • Coordinate scheduling activities and projects with other Agency departments and other local, state, and federal agencies and organizations. 
  • Prepare reports, presentations, training materials, promotional materials, and/or other related documentation and correspondence.
  • Maintain accurate records and database as required and mandated by federal and state law. 
  • Work with and maintain confidential information.
  • Demonstrate regular and punctual attendance.
  • Other duties as assigned.
Knowledge, Skills & Abilities
  • Understand and apply Federal Transit Administration regulations and guidance related to the ADA.
  • Effectively liaise with local area community groups that specialize in disabled individuals and senior citizens.
  • Comprehend various kinds of disabilities, their related functional abilities and accommodation tools.
  • Principles and methods of supervision, training, and employee development.
  • Federal, state, and local laws and regulations as they apply to transit operations and employment practices.
  • Familiarity with traditional and modern training methods, tools, and techniques.
  • Experience coordinating multiple training events. 
  • Excellent presentation skills.
  • Communicate ideas and concepts effectively through presentations to small and large audiences.
  • High level of professionalism with the ability to maintain sensitive and confidential information.

MINIMUM QUALIFICATIONS
Associate degree in Business Administration, Communications, Psychology or related field, and five years of experience supervising programs or services in the medical field, social service agency or disability related service provider agency, or an equivalent combination of education, training, and experience. Must possess a valid driver’s license.
 
LICENSES, CERTIFICATIONS & OTHER REQUIREMENTS
Must obtain and maintain the following licenses and certifications for continued employment at BFT:
  • First Aid and CPR certification, or ability to obtain within 180-days of employment 
  • ADA Compliance Certification, or ability to obtain within 180-days of employment 

PREFERRED QUALIFICATIONS
Bachelor’s Degree in Business Administration, Communications, Psychology or related field and seven years of experience supervising programs or services in the medical field, social service agency or disability related service provider agency.
