What does an Animal Protection Supervisor do at companies like CITY OF BOULDER?

This is a working supervisor position, managing the operations of the City's Animal Protection unit, while overseeing and supporting the daily activities of Animal Protection staff. The Animal Protection Supervisor will also perform administrative work in the enforcement of ordinances and statutes related to the protection of animals, and related duties as required.
1. Supervises the daily activities of Animal Protection staff, including planning, organizing, and directing the activities of assigned employees. Ensures that established policies, procedures, and programs are implemented in accordance with city and state ordinances and regulations. Monitors work group and individual performance, completing timely and accurate evaluations of assigned employees and making related recommendations. Participates in recruitment, interviewing, hiring and training of Animal Protection Officers.
2. Monitors budget, expenses and revenues, including allocation of funds and authorizing purchases of supplies and equipment. Identifies problem areas, recommends solutions and prepares budgetary reports.
3. Prepares reports on staffing, enforcement activity, housing of animals, and other information as needed.
4. Knowledge and enforcement of laws and regulations governing the licensing, quarantine, impoundment, control and treatment of animals. Maintains awareness of new laws and legislation pertaining to animal protection; interprets these laws and regulations and informs staff of changes in such regulations.
5. Provides back-up in the office or in the field, responds to calls/complaints for service regarding stray, vicious, injured, sick, nuisance and dead animals; includes resolving complaints through enforcement, investigation and mediation. Investigates animal bites cases, cruelty/neglect cases, gathers evidence, follow-up, issues quarantine orders, investigates neighborhood disputes related to nuisance animals. Issues summonses, warning notices, impounds animals, and performs animal head removal as necessary. Prepares and facilitates the execution of municipal warrants by police officers. Prepares cases and testifies in court, as a credible witness.
6. Performs public relations duties; assists and advises the general public of laws and ordinances pertaining to care and confinement of animals. Prepares correspondence in response to inquiries, complaints, requests for information, etc. Attends educational community events and may make oral presentations before business, civic, school and/or other groups as appropriate, on topics pertaining to animal protection, animal welfare and public safety.
7. Maintains drug enforcement administration license for euthanasia and maintains, orders, inventories and records use of drugs. Performs euthanasia as necessary using Schedule III drugs.
8. Maintains contracts and agreements associated with Animal Protection services and obligations. 
9. Utilizes equipment and vehicles for safe and humane handling of animals.
10. Other:
• Performs related duties as required to meet the needs of the city
• Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property
• Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies

REQUIRED MINIMUM QUALIFICATIONS:
Must be at least 21 years of age at time of application. A bachelor's degree and three years of animal protection experience, or an equivalent combination of experience and education is required. Must possess a valid driver's license and a working knowledge of computerized data bases including Word and Excel. Ability to train and evaluate others in related operations. Experience working with the public, preferably in a customer service capacity. Demonstrated ability to handle multiple demands simultaneously, deal with interruptions, and handle difficult situations under time pressure. Ability to act as a resource to staff and effectively explain and implement policies. Ability to schedule and coordinate the work of others. Ability to handle confidential information in a secure, professional and discretionary manner. Demonstrated interpersonal, problem solving and conflict resolution skills, including the ability to deal tactfully with the public. Effective verbal and written communication skills. Attention to detail and organizational skills, including good math skills. Flexible and open to change. Willing and able to work evenings and weekends.  Successful applicant must obtain Colorado Association of Animal Control Officer certification within one year from the date of hire.    

DESIRED QUALIFICATIONS
– In addition to the required minimum qualifications:
Supervisory experience. Demonstrated experience in leadership, team building, problem-solving, and strong people skills. Bachelor's degree from an accredited college or university in a related field. Knowledge of the Boulder area and community, and the geographic layout of the City of Boulder. Ability to analyze and interpret laws, regulations, and to formulate, develop and present recommendations for such regulations. Ability to exercise tact and courtesy in explaining and enforcing state laws and local ordinances pertaining to animal Protection and to diffuse hostile situations and calm irate residents. Experience in managing a budget. Bilingual skills in English/Spanish. Colorado Association of Animal  Officers certification.


APPLICANTS MUST BE ABLE TO:
  • Lift a 90-pound weight from the floor to a height of 36 inches and return it to the floor
  • Lift and carry 90-pounds for a distance of 10 feet
  • Drag a 150 object twenty feet
  • Overhead lift of 30 pounds, pivot and place object on the floor
  • Lift 75 pounds on a five foot extended pole 36 inches and return it to the floor
  • Push and pull 75 pounds utilizing a five foot extended pole
  • Run 100 yard sprint

 BACKGROUND INFORMATION:
Demonstrated personal and professional honesty, integrity, good judgment as shown in applicant's criminal history, background and motor vehicle record, and use of drugs and alcohol. Preference will be given to applicants who have no history of use, sale or possession of illegal substances. Polygraph or Computer Voice Stress Analyzer used for verification of applicant information. Prior to employment, successful applicants are required to submit to a drug test. Some positions will also require passing a video interview and medical and/or psychological testing prior to employment.

WORKING CONDITIONS (Required Physical, Mental Effort and Environmental Conditions):
Physical Demands and Mental Effort: Occasional sitting to perform office tasks and patrol for loose or dangerous animals; frequent standing, walking, and running while chasing animals on all types of terrain in different weather conditions. Frequent crouching, squatting, bending, and twisting to detain animals to place in cages and load in vehicle; must be able to tolerate awkward movements such as resisted twisting, bending or lifting; frequent reaching below shoulder level and occasionally above shoulder level to load and unload captured animals; occasional kneeling, climbing, and balancing on fences and stairs, and jumping to escape animals. Frequent firm grasping and occasional light grasping, pinching, and fine motor skills. Constant near acuity and depth perception are requirements for vision, as is the ability to consistently hear and communicate via phone and two-way radio systems. Frequent lifting of fifty (50) pounds from ground level to shoulder height and twenty (20) pounds from ground level to overhead; frequent carrying of fifty (50) pounds for a distance of twenty-five (25) feet; occasionally lifting greater weights.
 
Work Environment: Work is regularly performed outdoors and occasionally indoors with frequent exposure to extreme temperatures. Work is performed year-round with occasional exposure to wet/humid conditions, loud noise, dust, fumes, mist, chemicals, and all types of animals and situations including impoundment, quarantine, carcass removal and euthanasia. Due to the nature of the position, periods of high activity and stress in emergency situations under demanding conditions will exist, along with the handling of dangerous or hostile animals. 
 
Machines and Equipment used: Frequently uses standard office equipment including multi-line telephone, personal computer, and copy/fax machines, calculator, and department vehicle. Mobile and portable radio systems and computer system are used to communicate with Dispatch and Animal Protection Officers. Requires the use of animal handling equipment such as Kevlar gloves, leashes, ketch pole, humane trap, snake tongs, nets, cages and a euthanasia pole. Personal protective equipment includes the use of baton, asp, Taser, mace/OC spray, traffic vests, and latex, leather, or Kevlar gloves. Must be able to euthanize animals in emergency situations using a syringe or pole syringe.
