The City of Coon Rapids is looking for a detail oriented self starter for our
Payroll Specialist position. Under general direction of the Accounting Supervisor, the
Payroll Specialist will perform payroll and other clerical assignments to maintain a variety of records and reports. This person will ensure effective coordinating and processing of payroll and will assist with accounts payable processing.

- Prepares, receives, processes and checks accuracy and completeness of a wide variety of documents, records and reports requiring considerable knowledge of procedures and policies.
- Codes, prepares, enters and processes payroll related data.
- Reviews and verifies payroll reports, checks for accuracy and completeness of payroll processes.
- Prepares reports, submits files, and processes payments for deduction information including PERA, FICA and Medicare, taxes, insurances, flex benefits and deferred compensation.
- Assists with filing regulatory reports with government agencies for 941's and W2's.
- Files reports for MN New Hire and US Labor Statistics, files annual reports for PERA reporting.
- Maintains and enters employee information in payroll/HR system and performs necessary system maintenance.
- Performs reconciliations for various deductions and employer expenses.
- Responds to public and employee inquiries and complaints.
- Provides back up to the Accounts Payable Clerk.
- Regular and reliable attendance during scheduled work hours and outside regular hours as necessary.
- Maintains positive professional working relationships with all staff levels, other jurisdictions and outside agencies, and the general public.
- Performs essential position duties and responsibilities under the working conductions and physical demands described herein.

- Considerable knowledge of the principles, practices, methods, and techniques used in payroll, bookkeeping and general office accounting.
- Proficiency in computer programs including Windows, word processing and spreadsheet applications, as well as experience with computerized accounting and payroll systems.
- Ability to establish and maintain effective working relationships with others.
- Ability to maintain and handle confidential and sensitive information appropriately, and to perform duties with tact and discretion.
- Ability to perform job functions with high degree of accuracy.
- Ability to organize and manage multiple tasks, and establish priorities to work effectively under pressure, completing work in a timely and accurate manner with minimal supervision

A combination of training and experience substantially equivalent to the following: Associates Degree in Business, Bookkeeping or Accounting plus at least three (3) years work experience in payroll. Excellent mathematical aptitude. Computer skills including knowledge of spreadsheets and other software programs.
PREFERRED QUALIFICATIONS:
Accounting experience
Previous experience processing payroll in a government setting
LOGIS/JD Edwards payroll software

EQUIPMENT/JOB LOCATION:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This position is located at the City Center. It will use common office supplies and equipment, and the noise level is typically quiet. Exposure to computer monitors in the office is typical. This position works closely with others.
