This is an advanced level position in the Utility Division working under the general supervision of the Public Works Director.  Responsible for planning, scheduling, and directing the short and long-term operation and maintenance of the City’s sanitary sewer and water utility systems. Supervises and ensures the proper operation and training of maintenance personnel.

This position will be open until filled with preference given to applicants who apply by December 21st.Essential duties listed below are intended only as illustrations of the various types of work that may be performed.  The omission of specific statements of duties does not exclude them if the work is similar, related or a logical assignment to the position.
  • Plans, directs, and supervises daily operations of the City’s sanitary sewer and water systems, and related facilities. Determines work priority and service activities; schedules work crews and equipment; coordinates contractual and consulting work;; and monitors field construction and maintenance activities for satisfactory completion.
  • Trains operation and maintenance personnel and recommends revisions in work procedures and equipment to facilitate improvements in achieving departmental objectives.
  • Investigates citizen inquiries; recommends and implements appropriate solutions.
  • Identifies, recommends, and directs advanced preventative and corrective maintenance and repair on utility systems and equipment to prevent service interruptions.
  • Inspects facilities and equipment to determine short and long term maintenance needs.
  • Regularly checks the operations of all pumping, storage, distribution, and treatment facilities.
  • Performs advanced level monitoring of computerized control panels and related instrumentation equipment used in the provision of utility services (i.e. lift stations and SCADA).
  • Ensures the Utility division responds to emergencies promptly, efficiently, and effectively.
  • Develops and maintains proper records and required documentation for all operation and maintenance activities.
  • Prepares and administers annual divisional budget.
  • Acts as project manager on utility system capital improvement projects and special studies as directed.
  • Keeps abreast and ensures compliance with all applicable health and safety standards and rules; including, but not limited to, Public Works Departmental policies/procedures, OSHA, EPA, MPCA, DNR and Health Department regulations, and maintains appropriate records and files as required.
  • Responsible for coordination of division activities with other Public Works divisions and outside contractors to provide maximum overall benefit.
  • Assists in managing cellular company projects and providing access to water tower facilities.
  • Assists in the preparation of plans and specifications for equipment purchases, rehabilitation and maintenance activities, and reconstruction projects.
  • Maintains inventory of parts, supplies, and equipment necessary to carry out the functions of the division through cost-effective and timely purchases in conformance with appropriate procedures.
  • Evaluates performance of employees under direct supervision.  Recommends appropriate training and development activities, and develops a strong customer service attitude among staff.
  • Participates in hiring, promoting and disciplinary action of divisional employees.
  • Keeps Public Works Director informed of important developments.
  • Demonstrates, through leadership, a concern for task accomplishment, safe working conditions and effective supervisory relationships with other City divisions.
  • Performs essential position duties and responsibilities under the working conditions and physical demands described herein.
  • Regular and reliable attendance during regularly scheduled work hours. Ability and willingness to manage after hour activities and emergencies,(i.e., watermain breaks, sewer backups, seasonal storm events, etc.).
  • Maintains effective and respectful communication and professional working relationships with other employees, supervisors, City officials, governmental and regulatory agencies, and citizen customers.
  • Performs other related functions as apparent or delegated.

Knowledge of:
  • Water treatment plant operations, including pressure vessel systems.
  • Local, state, and federal laws and regulations pertaining to utility operations, programs and activities, and health and safety.
  • Operation and maintenance of sanitary sewer and water distribution systems, facilities, and equipment; including treatment plants and lift stations, and associated electronics, mechanics, and hydraulics.
  • Testing, inspections, record keeping and reporting requirements and regulations pertaining to utility operations.
  • Municipal utility system management principles and practices.
  • Short- and long-range planning of maintenance and construction activities.
  • Strong computer skills for record keeping and asset management.

MINIMUM QUALIFICATIONS:
  • An Associate’s or technical degree in Public Works Administration, Utility Operations or related field, or completion of a Public Works Administration Certificate Program and at least five (5) years in a related position.
  • Class B Water System Operator’s License, and ability to obtain a Class A Water License within one (1) year.
  • Class S-B Waste Water Collection License, and ability to obtain a Class S-A Waste Water License within two (2) years.
  • Three (3) years’ experience in a supervisory capacity working for a municipal water/sewer utility division or five (5) years in a supervisory capacity working for a sewer/water underground contractor.
  • Strong working knowledge of Microsoft Office products, SCADA, GIS, and asset management systems.
PREFERRED QUALIFICATIONS:
  • Class A Water System Operator’s License and Class S-A Waste Water Collection License.
  • Ten years’ experience in the sanitary sewer and/or water maintenance field.

EQUIPMENT/JOB LOCATION:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  Duties performed may be outside in climatic extremes.  A portion of this work is in a typical office environment.  It will use common office supplies and equipment, and the noise level in the office is usually quiet.  Exposure to computer monitors in the office is typical.  This position works closely with others.  Travel to various utility sites within the City is required.  Noise level in the field environment can be loud.   In the field, the employee occasionally works near moving mechanical parts and can be subject to vibration.
