Under general direction of the Human Resources Analyst, the Human Resources Technician provides a wide variety of paraprofessional, technical and clerical duties related to Human Resources operations. This is a generalist position and as such, projects and tasks may be assigned in all functional areas of Human Resources.
The Human Resources Technician also supports the day-to-day operations of the Human Resources Division. An incumbent in this position interacts frequently with City employees and the general public and exercises tact and discretion when dealing with issues of a confidential or sensitive nature.Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.
Provide employees with information regarding their benefits; conduct new employee benefits orientation; prepare, process and coordinate benefit enrollment forms and benefit changes for employees and retirees.
Coordinate the City’s Recreation Bucks, Wellness and Tuition Aid programs.
Assist with the coordination of recruitments, including posting job announcements on-line, responding to applicant inquiries, screening applications, scheduling written exams and oral board interviews, preparing oral board and other testing materials, and corresponding with applicants.
Coordinate the employee performance evaluation and merit increase process, track evaluation dates, send reminder notices, and process merit increases into the City’s payroll system.
Coordinate training for City staff, including scheduling training, preparing and distributing announcements, and tracking attendance.
Perform HRIS functions, including HRIS benefit table and position maintenance, electronic timesheet maintenance, new hire set-up, and employee separations; compile statistical information and prepare reports related to payroll, position classification, position control and compensation.
Coordinate the City’s Internship Program, including assisting departments with selection process, maintaining an internship tracking sheet, coordinating educational programming for interns, and coordinating with regional internship program coordinators in Santa Clara County.
Maintain the Human Resources web page on the City’s website and the City’s intranet.
Coordinate projects to further a paperless office concept to improve the efficiency and storage of records within the Human Resources Division.
Assist with routine Human Resources transactions, including but not limited to, responding to Unemployment Insurance claims and tracking, requests for verification of employment and responding to classification and salary studies.
Maintain and monitor personnel files; coordinate the destruction of records within the records retention guidelines.
Build and maintain positive working relationships with co-workers, other City employees and the public using principles of good customer service.
Perform related duties as assigned.Knowledge of:

On a continuous basis, sit at a desk for long periods of time intermittently twist and reach office equipment; stand, bend, squat, kneel or twist while using/clearing copy equipment or retrieving/returning files; write and use keyboard to communicate through written means and enter/retrieve data from computer; occasionally run errands; and lift or carry weight of 10 pounds or less.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of two years of academic level course work from an accredited college or university and two years of responsible experience in a paraprofessional human resources position. Experience working as a generalist Human Resources paraprofessional in recruitment and selection, benefits administration, HRIS, training and organizational development is desired.
Licenses and Certifications
