Under the general direction of the designated supervisor, performs professional duties involving the preparation, implementation and execution of the City’s Annual Operating Budget and 5-Year Capital Improvement Program. Work involves frequent communications with employees and management pertaining to the budget and requires considerable independent professional judgement. This job has no supervisory responsibilities.
Responsibilities and Reporting During an Emergency Situation:
Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Non Essential Employees will not be required to work during a declared emergency. The employee's Department Head will determine when the employee will be required to work.
- Determine appropriateness of budget adjustment requests and process accordingly.
- Update information on any position changes and track number of Full Time Equivalents.
- Compile operating budget and capital improvement program requests and prepare reports for reviews with departments and the City Manager.
- Prepare quarterly budget to actual analyses for major operating funds.
- Prepare monthly capital project status reports.
- Assist in the preparation of all operating and capital budget documents, including the annual budget book document for submittal to the budget award program offered through the Government Finance Officers Association (GFOA).
- Monitor activity for budgetary compliance.
- Respond to internal and external information requests.
- This position requires regular and reliable attendance and the employee’s physical presence at the workplace.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the basic principles of finance, budgeting and accounting.
- Proficient in the use of word processing, spreadsheet, database and presentation software.
- Skilled to speak clearly and persuasively in positive or negative situations.
- Skilled to communicate effectively in oral and written form.
- Ability to research and compile data for reports.
- Ability to organize information.
- Ability to establish and maintain effective working relationships.
- Ability to operate necessary equipment, including personal computer, calculator, printer, copier, facsimile and other standard office equipment.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor's degree from four-year college or university with a degree in accounting, business, public administration, finance or related field.
- Two years progressively responsible experience in budgeting, finance, accounting, or related work.
- Budget Analyst experience and/or training that provides the required knowledge, skills, and abilities may be substituted for the degree.
PREFERRED QUALIFICATIONS
- CPA (Certified Public Accountant), CGFO (Certified Government Finance Officer) preferred.

Work performed is primarily:

WORK ENVIRONMENT
- Works in an office environment and sits for long periods of time.
