Oversee and participate in conducting tests of construction materials; approve materials for use and conformity with each construction project; conduct tests required for public works projects.

Inspect and monitor construction projects regarding all types of public works facilities to ensure conformance with contract specifications; coordinate the inspection of all construction within City rights-of-way.

Consult with management staff, private engineers, contractors and the public to solve problems relating to construction projects; conduct research to resolve simple structural problems.

May review and make recommendations concerning material services and equipment requisitions.

Gather information for procuring property for rights-of-way, easements and the purchase of construction sites.

Compile and review legal descriptions for easement and right-of-way acquisitions.

Research deed information for ownership, easement and property description; prepare detailed sketches; prepare and maintain documentation for easements, rights-of-way and land acquisitions, ordinances, permits, grants and audits at the local, state and federal levels.

Prepare engineering designs and drawings of a variety of public works projects wastewater, asphalt and Portland cement concrete pavement, and drainage.

Provide information to citizens regarding projects and policies as requested; notify property owners of pending projects.

Research and gather information for the design of projects; coordinate data gathering activities with other departments and divisions; prepare specifications and cost estimates for proposed projects.

Perform and review mathematical calculations related to engineering design projects.

Operate and use a CADD and GIS system and assist in the preparation of engineering projects.

Prepare databases for various engineering information, records and reports including accident data, construction contracts, drafting and system improvements.

Respond to a variety of inquiries and complaints from developers, contractors and the general public regarding City requirements relative to the construction, alteration and maintenance of engineering projects.

Oversee, prepare and participate in a variety of topographic survey projects; collect and provide the necessary survey information for engineers; oversee construction staking for City contractors.

Assist with overseeing the maintenance of all City maps and engineering related databases; collect and input data into the computer; prepare reports regarding various engineering data; may assist in installing computer software and hardware and troubleshooting related problems.

May oversee and participate in performing a variety of tests after construction is completed including pressure and leakage tests on water mains and sanitary sewer lines.

Perform manual and electronic traffic counts; prepare accident and traffic analysis reports.

Investigate and follow up with code compliance in Public Works related issues.

Oversee and participate in gathering information for the City's pavement management database.

Perform related duties as assigned.

Knowledge of:

Soil mechanics and the proper construction practices for building upon various soil types, according to departmental assignment. 

Proper construction practices regarding system improvements and new construction.

Civil and mechanical engineering, and construction practices and procedures, according to departmental assignment.

Algebra, geometry and trigonometry as applied to routine engineering computations.

Modern traffic counting methods and equipment, when assigned to the Public Works Department.

Operations and applications of computers including computer aided drawing and GIS mapping software.

Spreadsheet and database applications, according to departmental assignment.

Maintain precise records regarding locations, gauge readings, sizes and other information critical to engineering construction projects.

Measure and record conditions in various environmental media with electronic or other metering devices.

Collect samples from various environmental media using manual and electronic sampling devices.

Lift manhole covers and catch basin grates weighing up to 136 pounds with a crow bar or similar device for inspection purposes.

Use a large scale plotting and scanning machine, according to departmental assignment.

Bend, reach or stoop while traversing rough, un-developed terrain or construction sites is required.

Communicate clearly and concisely, both orally and in writing.

Interact successfully with hostile customers.

Experience:

Three years of increasingly responsible technical engineering experience.

Training:

Equivalent to the completion of the twelfth grade supplemented by formal training in drafting, construction technology, engineering or a related field is required.  Two year Associates Degree in drafting, construction technology, engineering or a related field is preferred. 

License or Certification:
            
Employee must possess a valid driver’s license and maintain insurability as determined by the City’s insurance carrier.

 Salary:
 
 Position will start at the entry level of the City's salary table.  Consideration may be given if experience exceeds entry level qualifications.  

Working Hours:

Monday-Friday 8 a.m.-5 p.m. - Hours may vary depending on department needs.
