The Library is actively seeking an Assistant Library Manager

This is managerial work at the working supervisor level which includes assisting the branch or department manager with planning, organizing, and directing the functions, programs, and staff of a library branch or department within the Main Library.   In the absence of the branch/department manager, assumes responsibility for the branch or department. Work requires an understanding and application of management theories, principles, and practices of professional library work gained through degree granting schools or an equivalent level of practical knowledge gained through experience.  Supports the overall mission of the Library by providing customer service in a manner that creates a positive customer experience.  Assists with managing the day-to-day operations of an assigned unit through planning, organizing, scheduling, assigning, monitoring, reviewing, and evaluating the work of assigned staff. Work involves frequent contact with library customers, volunteers, and others requiring skills in understanding people, sensitivity to varying points of view, and persuasiveness necessary to influence behavior, change of opinion, or resolve a situation.  Work is covered by clearly defined library policies and Library Science principles and the employee is required to exercise judgment in determining how to accomplish objectives.  Work requires the use of judgment in searching for solutions or new applications within one’s known experiences. Work is performed in an office, library, or community environment to promote library services.  Due to the nature of library operations, the employee may be required to work evenings and on weekends, and at various branch locations. Physical demands consist of sitting or standing at a workstation for extended periods of time and using standard office or library equipment on an ongoing basis.  May be required to lift objects weighing up to 25 pounds and push loaded book trucks weighing up to 50 pounds. Maintains appearance standards by reporting facilities issues and picking up litter on library grounds.  Work is performed under limited supervision where the work assignments are subject to established procedures, practices, techniques and/or policies, and the employee plans and organizes the work, determines their own priorities. Work is reviewed in terms of quality, volume, timeliness and for adherence to established methods, standards, and polices.

  • Assists with planning, organizing, and directing the day-to-day operation of assigned unit.
  • Effectively assumes in-charge responsibilities for routine daily operations of a branch/department as assigned. 
  • Supports the overall mission of the Library by providing customer service in a manner that creates a positive customer experience.   
  • Assists with monitoring assigned unit’s operational efforts in meeting goals and objectives.  
  • Compiles data, prepares reports, makes oral presentations.
  • Provides guidance and technical assistance to staff and customers.
  • Plans, organizes, schedules, assigns, reviews, and evaluates work of assigned staff.
  • Monitors the implementation of established cash handling procedures.
  • Participates in the interview process for the selection of new staff.
  • Administers the training and instruction of assigned staff and volunteers regarding library policies, practices, and procedures.
  • Operates standard office equipment such as personal computers using word processing, spreadsheet, database, and other related software, peripheral and electronic devices, copies, and fax machines.
  • Demonstrates proficiency in the Library Technical Competencies.
  • Dependent on assignment, may be required to work customer service desk.
  • Ensures compliance with appearance standards by reporting facilities issues, picking up litter on library grounds and consistently scheduling staff and volunteers to do the same.
  • Serves on library committees that plan and administer activities. 
  • Communicates clear direction, manages for results, and assists with leading organizational change.
  • Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
  • Demonstrates proficiency in the City of Jacksonville’s competencies.
  • Performs related work as required.
  • Knowledge of management theories, principles, practices, and problems solving techniques.
  • Knowledge of the Library's organization, operation, policies, and procedures.
  • Knowledge of library resource materials and reference sources.
  • Skilled in understanding people and demonstrating sensitivity to varying points of view and persuasiveness necessary to influence behavior, change of opinion, or resolve a situation. 
  • Ability to inspire and motivate assigned staff while communicating a compelling vision and sense of purpose.

  • Ability to monitor assigned units’ operational efforts in meeting goals and objectives.
  • Ability to organize and present/deliver information in formal settings that include one-on-one, groups, peers, direct reports, etc.
  • Ability to develop, organize and conduct training sessions and workshops.
  • Ability to provide positive customer service in a library setting.
  • Ability to use data to determine which products, services, and experiences best deliver system-wide and locally relevant results.   
  • Ability to communicate effectively verbally and in writing.
  • Ability to establish and maintain effective working relationships.  
  • Ability to work with diverse populations and to provide services in a non-judgmental and non-discriminatory manner.
  • Ability to operate standard office and library equipment such as personal computers using word, spreadsheet, database, and other related software, peripheral and  electronic devices, copiers, and fax machines., 
  • Depending on assignment, must have ability to travel between various locations to meet the assignments of the position.
  • A Bachelors’ Degree from an accredited institution with 
  • At least three years of professional library work experience. 
Preferred Skills:
  • A Masters’ degree from an accredited institution in Library Science.  
  • Supervisory experience.
LICENSING/CERTIFICATION/REGISTRATION 
  • Depending on assignment, a valid driver's license may be required and must be maintained during employment in this class. 
  • Depending on assignment, must qualify for prior to appointment, obtain and maintain during employment in this class City of Jacksonville Public Driver Certification.
 OTHER REQUIREMENTS
  • The probationary period for this class is twelve months.
