What does an CANNABIS GRANTS PROGRAM SPECIALIST do at companies like CITY OF LONG BEACH?

The City of Long Beach is recruiting for a full-time, unclassified CANNABIS GRANTS PROGRAM SPECIALIST in the City Manager’s Office.  The CANNABIS GRANTS PROGRAM SPECIALIST will report to the Cannabis Program Manager in the Office of Cannabis Oversight and assist in the development and implementation of the Cannabis Social Equity Program.  This is a one-year, temporary position, funded through 2020-21 grants awarded by the State of California Governor’s Office of Business and Economic Development (GO-Biz) and Bureau of Cannabis Control (BCC).  The current funding for the position will expire at the end of the grant term, on August 31, 2021. The salary range is from $28.75 to $32.80 per hour depending upon qualifications. 

Office of Cannabis Oversight

The Office of Cannabis Oversight (OCO) leads the citywide effort to license, regulate, and enforce commercial cannabis activity in the City of Long Beach (City).  The OCO is funded primarily through Measure MA, which established a business license tax on cannabis retailers, cultivators, manufacturers, distributors, and testing laboratories in the City.  The goal of the OCO is to regulate commercial cannabis activity to protect the health, safety, and welfare of residents, patients, and employees in Long Beach.

On November 8, 2016, Long Beach voters approved Measure MM, allowing for the legal operation of commercial medical cannabis businesses in Long Beach.  On July 10, 2018, the Long Beach City Council passed the Adult-Use Cannabis Ordinance, allowing for the legal operation of commercial adult-use cannabis businesses in the City.  The Adult-Use Cannabis Ordinance also established a Cannabis Social Equity Program to support equal opportunity in the local cannabis industry by making legal cannabis business ownership and employment opportunities more accessible to low-income individuals and communities most impacted by the historical criminalization of cannabis.

Recently, the City of Long Beach was awarded $3.6M to further support the Cannabis Social Equity Program.  The OCO intends to use these funds to provide fee waivers and direct grants to eligible applicants.  In addition, the OCO will utilize a portion of the funds to partner with the Economic Development Department to provide technical assistance and business incubation services to equity applicants.

 Position duties include, but are not limited to:
  • Review of Cannabis Social Equity Program eligibility and grant applications;
  • Oversight of direct business grants to support low- and moderate-income cannabis business owners;
  • Coordination with the Economic Development Department on the cannabis business technical assistance program;
  • Management of the Cannabis Social Equity Program email address and hotline;
  • Participation in Cannabis Social Equity Program application workshops to help businesses prepare and submit a complete cannabis business license application, and learn strategies about how to increase opportunities for approval through various stages of the licensing process;
  • Coordination with GO-Biz on grant implementation, tracking and reporting;
  • Assistance with payment processing, accounting, and other financial duties associated with the Cannabis Social Equity Program;
  • Identification of new policies and programs to further strengthen the Cannabis Social Equity Program for eligible applicants and licensees;
  • Perform other related duties as assigned.
  • Graduation from an accredited college or university with a bachelor’s degree in Public or Business Administration or closely related field;
  • Minimum of one year of relevant work experience in policy analysis, government administration, law, business operations, or other related fields.
  • Proficiency in the use of Microsoft Word, Excel, and PowerPoint. 
Selection Procedures

  • Ability to handle confidential issues in a professional manner; 
  • Strong attention to detail;
  • Customer friendliness, and ability to convey information to the public in a clear and concise manner.
DESIRABLE QUALIFICATIONS:
Prior experience working at a state or local jurisdiction is preferred, but not required.
