Performs supervisory work involving policy and guidelines, solving both people and work- related problems. Requires continuous, close attention for accurate results and frequent exposure to unusual pressure. Responsible for the action of others, requiring almost constant decisions affecting co-workers or others in the general public. Work is performed in a moderately fluid environment with guidelines and rules but frequent variations from the routine. Supervises the City's Fleet Maintenance Divisions. All work is performed under the general direction of the Operational Resources Manager, but incumbent exercises final responsibility in many routine matters. Supervision is exercised over all division personnel.

Develops goals, objectives, strategies, and critical time paths for short and long-term goals.
Supervises the activities, operations and training of the fleet maintenance division by determining work procedures, assigning duties, maintaining harmonious relations, and promoting efficiency.
Develops and manages the fleet programs, equipment acquisition and replacement and inventory management.
Coordinates or determines time, place, or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities.
Responsible for the fleet equipment utilization analysis and maintenance programs to include preventive, emergency and contract repairs; ensures labor, time, and repair information related to vehicle repair orders are entered into automated fleet system.
Supervises fleet operations with emphasis on cost, fleet size containment, optimum utilization of vehicles and equipment, efficient and economical operation and maximum resale at the end of life cycle of vehicles and equipment.
Achieves moderate economies and/or prevents moderate losses through the supervision of a small division, handling supplies of high value.
Maintains policies and procedures that ensure compliance with EPA, FDEP, Federal, State,
County and City laws, statutes, codes and all City, State and Federal safety requirements, including ordinances regarding fuel storage tanks and other hazardous waste and materials created by or belonging to the City of Oviedo.
Writes bid specifications for vehicles and equipment purchased by the City.
Maintains inventory for all vehicles, motorized equipment and other equipment owned by the City.
Assists shop mechanics, drivers and custodial/operational staff in meeting maintenance requirements in a timely fashion; verifies daily vehicle repair status.
Monitors outside contractors and vendors and ensures conformance with contract documents; provides guidance to fleet staff as needed for warranty and vendor repairs on fleet vehicles with dealer and repair shops; assists staff when needed on hard-to-find-parts and parts that exceed policy-established threshold which will require quotes and special purchase orders.
Maintains records and performs administrative tasks including approval of time cards, leave requests, performance reviews, disciplinary action, etc. and routes appropriate records to the Operational Resources Manager; ensures that daily vendor parts invoices are processed to blanket purchase orders.
Drives to and from various City sites; may pick up parts from vendors that do not deliver.
Performs related tasks as required.
Bachelor's degree or education and training equivalent to four years of college education. Five years supervisory experience with a concentration in fleet maintenance or project management. Experience to include budget preparation, supervision responsibilities, diagnosing and trouble shooting technical problems, hand tools and machinery applications of shop procedures, automated management systems (inventory, fuel and fleet), maintenance analysis, production control techniques and scheduling principals, writing equipment/vehicle specifications, utilization and disposition, procuring parts, materials and other products. An equivalent combination of education, training and experience will be considered.
SPECIAL REQUIREMENTS
Possession of a valid driver license. Must obtain Florida driver license within 30 days of employment. Class B Commercial Driver License with Air Brake endorsement and ASE/EVT certification preferred.
Knowledge, Skills and Abilities:
Comprehensive knowledge of the principles of fleet maintenance administration.
Ability to use addition, subtraction, multiplication and division and/or calculate ratios, rates and percents.
Ability to formulate comprehensive operational policies.
Ability to prepare technical reports; ability to supervise the work of a subordinate staff.
Ability to read journals, manuals and professional publications, speak informally to groups of co-workers, staff in other organizational agencies, general public, people in other organizations and present training.
Ability to compose original reports, training and other written materials, using proper language, grammar and style.
Ability to establish and maintain effective working relationships with department directors, government officials, associates, contractors and the general public.
