Job Summary:
To provide support services to the Police Department and to provide animal control services for the city. The job requires tact, courtesy and good judgment in dealing with the public.
The Community Service Officer (CSO) may be assigned in a Community Liaison role to assist the Department in focusing on law-enforcement and crime-prevention strategies within diverse communities utilizing multicultural and bilingual interactions.
Scope of Responsibility:
The part time Community Service Officer (CSO) works varying hours and days of the week under the readily available supervision of the Patrol Sergeant. The CSO makes routine choices within established procedures and troubleshoots using proven alternatives. Interaction is frequent to provide basic information within the organization and to the public. The CSO uses good judgment, remains calm in stressful situations and exercises tact, courtesy, professionalism, and the appropriate degree of confidentiality and discretion.
Essential Duties and Responsibilities:
1. Animal Control
- Issue citations for animal control violations.
- Impound loose, injured, or dead animals.
- Investigate animal complaints, including animal bites.
- Update animal license system.
- Set up public information programs for animal control.
2. Assist Patrol Division as Directed by Supervisor
- Take minor criminal and non-criminal reports in person and by telephone.
- Issue citations for parking violations and other city ordinances in accordance with Department policy and as directed by the Duty Sergeant.
- Assist licensed officers at traffic accidents, medicals and crime scenes.
- Handle non-custodial transports as directed by sworn personnel.
- Assist in maintaining department equipment and property.
3. Assist in Support Services
- Deliver and pick up evidence/property/correspondence.
- Answer and handle telephone calls and assist citizen walk-ins.
- Retrieve reports as requested by Department personnel.
- Assist Community Outreach Coordinator as requested.
- Light office filing, typing, and data entry.
4. Support Police Administration
- Assist with compiling computerized monthly vehicle maintenance statistics.
- Maintain department forms.
- Deliver and pick up items for other city departments as requested.
- Provide tours of the Department for various individuals and groups as requested.
Performs other related duties and assumes responsibility as apparent or assigned.

- Ability to communicate well orally and in writing, give effective public presentations, and establish and maintain effective working relationships with supervisors, officers, and other employees.
- Knowledge of applicable city ordinances and state statutes.

Minimum job requirements are specialized training beyond high school that can be obtained in one year or less and no years of related experience, or equivalent and preference will be given to candidates who can demonstrate experience living in or interacting with and organizing diverse communities and/or have fluency speaking, reading and writing a second non-English language; Hmong, Karen, Somali, Spanish, or Thai are preferred. Candidates must be at least age 18 and currently enrolled in a in a two or four-year law enforcement or criminal justice program, or have an equivalent of a two or four-year regionally-accredited college degree in any field of study and be enrolled in a MN POST certified professional peace officer education program of their choice. Candidates must have a valid Minnesota Driver's License, and successfully pass an employment background investigation and pre-employment testing.
