Description:

Primary Functions

Assists with reviews and coordination of commercial and residential developments for construction of new water distribution system infrastructure (such as water mains, fire hydrants, meter vaults and service lines). Performs and/or assists with review of commercial meter applications. Reviews STEP plot plan submittals to ensure compliance with CUD standards and specifications. Performs GIS editing as it pertains to integrating developments into the project tracking database.

Essential Functions

  • Performs engineering-related duties in the office and/or field.
  • Reviews and checks construction drawings, site plans and plats.
  • Prepares project status reports.
  • Updates job tracking database for development projects.
  • Prepares State submittals.
  • Performs fee calculations.
  • Assists in coordinating activities of outside engineers, private contractors, and other departments.
  • Assists in coordinating with city and county planning offices pertaining to plan review and building code procedures.
  • Ensures that TDEC approval has been received, and proper fees are paid to CUD prior to start of construction.
  • Record data from inspectors for ongoing and completed projects for permanent records and TDEC sanitary survey.
  • Maintains an ongoing database file on all water line construction projects.
  • Performs and/or assists with review of all commercial meter applications and master meters which involves reviewing plumbing plans, calculating tap fees, sizing meters, creating accounts in billing software, etc.
  • Prepares exhibits for various purposes, such as service area boundary revisions, annexation study requests, easements, etc.
  • Serves as temporary back-up for Project Coordinator and Administrative Associate as necessary.
  • Obtains permitting for projects from TDOT and TDEC.
  • Assists inspectors in obtaining field GIS data as needed.
  • Provides input for and assists with periodic updates to the District’s standard specifications and details, developers packet and related documents.
  • Other duties as assigned.
Requirements:

General Requirements:

  • Must reside within a 45-minute response time of the CUDRC office (or relocate within twelve months) and maintain that status as a condition of continued employment
  • Valid Tennessee Driver’s License (or obtain within ninety days) and a safe driving record

Knowledge/Education And Experience Required:

The following combinations of degrees and experience are acceptable:

  • Bachelor’s degree in civil or mechanical Engineering Technology, Construction Management, GIS, or a related field from an accredited university with no experience.
  • Associate degree in civil or mechanical Engineering Technology, GIS or a related field from an accredited university with no experience.
  • High School Diploma (or GED) plus a minimum of 15 hours of college coursework in applicable subjects and a minimum of five (5) years of experience assisting in the performance of sub-professional engineering duties.
  • Knowledge of water utility and plumbing construction and operation and related hydraulic principals
  • Knowledge of civil engineering design principals and drafting techniques
  • Knowledge of building codes and utility construction standards, terminology, and techniques
  • Knowledge of mathematics is needed to make general engineering calculations.

Skills Required:

  • Moderate experience using GIS maps.
  • Moderate experience using AutoCAD, related CAD programs, and/or ESRI ArcMap software to create exhibits and simple/basic maps.
  • Moderate experience in using Microsoft Word, Excel, and Outlook
  • Moderate experience at reading and understanding construction plans, specifications and permits
  • Abilities Required (work characteristics, behaviors, leadership abilities, etc.):
  • Must have initiative and be resourceful in problem solving.
  • Must be detail oriented, able to focus on task-at-hand
  • Self-motivated, organized, able to prioritize, dependable, retentive memory and have ability to command respect
  • Ability to work in the field and office.
  • Ability to read as-built maps and locate existing structures from that map
  • Ability to create & maintain strong working relationships within the Eng. Dept., with all other departments across the District and with the District’s engineering consultant
  • Ability to maintain an organized workflow and record keeping.

Physical Demands: physical demands under which the job is performed:

  • Typically sitting, standing, bending, or stooping
  • Occasional lifting of objects weighing 25 to 50 pounds
  • Occasionally walking distances, entering/exiting vehicles.
  • Need to distinguish between shades of color.

Working Conditions: normal or usual conditions where work is performed:

Work is performed in office, and field settings with exposure to loud noise, outside elements, dust, dirt, grease, etc.
