PRIMARY FUNCTIONS


Oversee grounds maintenance including fencing, lawncare, bush hogging R.O.W. spraying, and building maintenance on STEP System wastewater sites, pump station and water tank sites. Also set up and manage planting programs at wastewater drip field sites to maintain neat and managed growth for hay harvest.  Support and implement all policies outlined in employee handbook.


ESSENTIAL FUNCTIONS

  • Routinely inspect wastewater, water tank and pump station sites for damage, trespassing or encroachments and generate monthly log for inspections for submittal and review by management.
  • Apparent encroachments that are found will be documented and reported to management to be verified by a licensed surveyor and the documented encroachment and notification letter to the property owner for resolution. 
  • Manage and inspect existing wastewater, pump station and tank facility sites to ensue fencing is intact, entry gates are secure and in place and ensure any damaged or missing fencing is replaced or repaired as needed.
  • Oversee and organize right-of-way, fence line and spot herbicide spraying on sites with outside contractor at facility sites and review and maintain pay request for contractor.
  • Develop planting program for wastewater drip field areas in order to reduce the drip fields being bush hogged and increase the fields being harvested for hay.
  • Oversee the lawn mowing and weed eating at pump station, meter sites and wastewater sites including developing a program to bid the sites in compliance with state bid guidelines and inspection of contractor work completed and process of payment request to the accounting department.
  • Inspect and organize necessary repairs on structures at sites such as replacement of roofing material, gutters, doors, soffit.
  • Oversee any site improvements such as storm drainage, driveway or grading necessary on sites.
  • Organize and implement water line right-of-way brush control spraying program and oversee right-of-way mowing program and equipment. 
  • Coordinate with land surveyor and ensure new fence construction at sites are constructed on physical property lines to ensure the designation and protection of the District’s property.
  • Ensure the District’s properties are clearly posted.
  • Emergency duty as required.
  • Other duties as needed.

Requirements

GENERAL REQUIREMENTS:

  •     Must meet residential policy requirements of a 25-mile radius and maintain that status as a condition of continued employment  

EDUCATION AND EXPERIENCE REQUIRED:

  •   Bachelor’s Degree from an accredited college or university with a major in Natural Resource Management, Agriculture Science, Forestry Management, or a closely related field.
  •     A minimum of five (5) years’ experience working in a supervisory capacity. 
  •     Must possess or be capable of obtaining a Tennessee Herbicide Application License
  •     Must possess or be capable of obtaining a valid Tennessee driver’s license. 

KNOWLEDGE/SKILLS REQUIRED:

  •     Knowledge of agricultural herbicide applications, hay crop practices and plant species for Middle Tennessee area.
  •     Knowledge of agriculture mowing knowledge (bush hogging and hay processing).
  •     General fence construction practices (woven wire, high tensile and chain link)
  •     Knowledge of competitive bidding practices.
  •     Proficient computer skills.

  •     Must have professional presentation and interpersonal skills over the phone and in person to interact and communicate with individuals at all levels (Internal & External).
  •     Ability to work with all levels of internal management and staff, outside clients & vendors.
  •     Strong computer and Internet research skills.  Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database and presentation software.
  •     Ability to maintain timely/accurate inspection logs.
  •     Read, write and communicate using English language sufficient to perform job functions.
  •     Ability to read and interpret maps and civil construction plans
  •     Must have initiative and be resourceful in problem solving.
  •     Ability to organize, multitask, prioritize and work under pressure.  Work requires continual attention to detail.
  •     Self-motivated, requiring minimal supervision

PHYSICAL DEMANDS: (physical demands under which the job is performed)


Must possess vision sufficient to read materials encountered in the course of work; hearing sufficient to comprehend conversations in person and over the telephone; speech sufficient to make oneself heard in person, in front of groups, and over the telephone; mobility to move around in an office setting, attend meetings, and visit field sites as necessary, and enter, exit, and operate a motor vehicle; dexterity sufficient to operate standard office equipment and other equipment necessary to perform the functions of the position; strength sufficient to lift and carry materials encountered in the course of work weighing up to 25 pounds; endurance sufficient to maintain efficiency throughout an entire work shift


WORKING CONDITIONS:  (normal or usual conditions where work is performed)

Work is primarily performed in a field setting with exposure to loud noise, outside elements, dust, dirt, grease, etc.  Hazards: Work frequently near moving mechanical parts.  Exposure to irritating chemicals.
