Summary

The AVP, Operations Analyst is responsible for budget results for the department. Serve as a department leader and an individual contributor who is recognized as an expert in the field.  Regularly interact with professionals at all levels of the organization at Bancard vendors. Interact with senior management at ICBA, Bancard, and our bank clients.   Has significant knowledge of key programmatic, operational, financial, functions of ICBA Bancard; possesses in depth industry and functional knowledge and expertise. Manage the workflow of vendor and program contracts, product licensing, data management, and revenue reporting. Coordinate the flow of data between Bancard, card processors (FIS, Fiserv), card networks (VISA, Mastercard), and other vendor partners. Monitor accuracy of data received from internal and external sources used in compiling program statistics, invoices, reports, client records, and other key data outputs. Compile and distribute periodic and ad hoc reporting.  Provide information and input to Bancard and other ICBA departments for major projects. Participate as a member and leader on Bancard project teams.  Perform audits of the card processors to ensure accurate billing and data reporting.    

Duties & Responsibilities

• Responsible for staff training, and workflow development.
• Oversee Bancard contracts, licensing, processor invoicing, data management, and business data analysis.
• Act as Bancard liaison with the ICBA IT Department in order to maintain systems and develop complex reporting.
• Oversee creation and maintenance of all operational policies and procedures. Regularly monitor processes for effectiveness and communicate with management regarding procedural changes for efficiency and effectiveness.
• Participate with partner processors in the completion and/or finalizing of all contracts, licensing, reporting, or client issues.
• Aggregate data from multiple sources to develop and maintain reporting.
• Supervise the processing, tracking, and maintaining of all network licensing, pertaining to all Direct and Agent programs, with partner companies, Visa (Plus and Interlink) and Mastercard (Cirrus and Maestro). 
• Supervise the processing of all Visa and Mastercard sponsorship and BIN notifications for client bank licensing.
• Participate with partner processors, FIS and Fiserv, in the completion and/or finalizing of all contract, licensing, or client issues.
• Work with Client Relations in creating and distributing to client banks, correspondence related to their contracts and licensing.
• Process and complete the Board of Directors’ Monthly Enrollment Report, for all new Direct, Agent, and TCM banks.
• Process and complete the Monthly Network Sponsorship billing reports for FIS, Fiserv, VISA, and Mastercard.
• Process and complete all Plus, Cirrus, and Interlink quarterly reports.
• Act as Bancard Operations’ subject matter expert for the NetForum CRM system.
• Process all notifications of bank deconversions, terminations, mergers, and name changes, while ensuring all related aspects and all appropriate personnel and parties are updated in NetForum accordingly.
• Assure the processing, organization and electronic storage of all contract & licensing documents into the electronic imaging system.
• Process all invoices received from processors and correct any that are inaccurate through communication with processors and Sauk Centre Accounting.
• Manage network billing (Mastercard, VISA, Cirrus, Plus, and Interlink) between FIS and Fiserv.

• Using processor data, audit NetForum for accuracy, research discrepancies, and determine solutions for ongoing entries.
• Supervise the creation of new fields within NetForum to track additional information as necessary.
• Conduct annual audit of processor reporting and billing to ensure accuracy.  Work with processors to correct any discrepancies, financial corrections, or reporting.  Ensure the accuracy of corrections.
• Provide continuing data and input for completion of the Bancard programs.
• Maintain Mergers and Acquisition file and report to Bancard management.
• Represent Bancard on the Mastercard Client Advisory Board and other industry boards and committees as assigned.
• Assist Executive Vice President and President & CEO with various tasks, assignments, and projects as needed.

Qualifications

• BS/BA plus at least 5 years of experience in the cards and payments industry preferred.
• Graduate degree with less experience may be considered.
• Effective communication skills.
• Prior experience in card management, strategic planning, project management, and records management.
• Proficiency in MS Office Suite (Word, Excel, PowerPoint, Outlook).
• Ingenuity to create more efficient process flows.
• Careful attention to detail. Strong customer service orientation.
• Ability to manage multiple projects simultaneously, and track projects for follow-through and completion. 
• Requires little supervision.
