Job Description

This job description will provide you with guidelines for understanding your responsibilities. These guidelines may change to meet the specific business needs of the Agency. 

QUALIFICATIONS:


The qualifications for Human Resources Manager are:

  • A bachelor’s degree is preferred.
  • 5-7 years of professional experience in the field of Human Resources.
  • If no degree is possessed, then 8–10 years Human Resources experience is required.
  • Advertising or related industry experience preferred.
  • Demonstrated ability to provide solutions to a broad range of Human Resources issues.

OBJECTIVE:
To manage all Human Resources functions for the Agency, with primary responsibility for Hiring Process and Benefits Administration for Cheil USA (70%).  You will also be the administrative liaison between Cheil USA, Cheil HQ and Cheil NA affiliates on general HR matters and ad-hoc requests (30%).

 

JOB RESPONSIBILITIES:
Recruiting

  • Maintain accurate and up-to-date database of all resumes received by HR.
  • Liaise with recruiters to ensure that they have a thorough understanding of the Cheil USA agency job requirements; coordinate scheduling of all applicants; provide summary of feedback on candidates.
  • Schedule interviews; Collect feedback on each candidate.
  • Manage recruitment of candidates, not sourced through executive recruiters, to include on-going communication with candidates, testing, reference checks, verbal offers, and follow-up rejection letters.
  • Maintain Job Opportunities website; recommend additional recruiting sources, as applicable.
  • Manage Co-op/Internship Program to include developing relationships with colleges/universities to source intern & professional candidates; providing follow-up evaluations to universities to assist in measuring success of program and applicants.

Compensation

  • Maintain database of all employee data for easy retrieval; input changes into ADP HR Profile; provide management reports, as requested.
  • Conduct regular research to maintain salary range analysis based upon industry norms.

Training & Development

  • Identify and recommend internal and external training and educational opportunities. Interface with outside resources to facilitate registration.

Employee Set-up

  • Coordinate the scheduling of all new employee orientation schedule(s), and ensure completion of all required procedures and forms (i.e., I-9, employment application, etc.).

 

Performance Management

  • Monitor performance review schedule; provide consistent follow-up with managers to ensure that reviews are completed on a timely basis and that HR files are complete with copies of documentation.

Benefits

  • Communicating benefit information to employees and handle their questions.
  • Orient all new employees on [Agency] Benefits Plans.
  • Facilitate annual open enrollment process, as well as the enrollment of all new employees in benefits and 401(k) Plans.
  • Interface with Payroll to ensure proper benefit deductions.
  • Review and approve monthly invoices for all carriers.
  • Facilitate procedures as it applies to COBRA administration.
  • Provide all Cheil USA 401(k) spreadsheets/reporting to Cheil NA plan administrator(s).
  • Prepare Cheil USA census data on all health and 401(k) Plans as appropriate and required.

  • Must possess a broad knowledge of HR practices.
  • Ability to:
    • Anticipate and lead employee perceptions of agency standards and practices, and develop any necessary action steps required to ensure comfort levels.
    • Foster strong internal relationships and support employee’s concerns, while consistently maintaining a balance by not compromising the goals of the organization.
    • Handle high pressure situations and to prioritize competing demands.
    • Think in terms of business management including recommending effective solutions to address challenges, and demonstrating cost effective ways to increase morale, productivity, and functionality of the Agency.
    • Provide effective direction to other departments within Administration, as it relates to performing Human Resources responsibilities.
