GENERAL FUNCTION

Under general supervision, performs technical analytical work involving the examination of budgetary control records, expenditure transactions and accounting procedures as related to assisting in preparation and review of budget requests and the preparation of statistical and fiscal reports for budgetary operations; performs related work as required.

ESSENTIAL ACCOUNTABILITIES

•             Analyzes, reviews and makes recommendations upon budget proposals; assists in the continuous budgetary control of appropriations; assists in analyzing and reviewing bills at legislative sessions and the preparation of briefs of those having fiscal or budgetary implications; drafts text material to summarize, analyze and justify budget programs.

•             Makes surveys and investigations on budget matters; consults with responsible agency officials on budgetary and related problems; gathers data and makes studies on various problems arising in connection with financial administration; gives information to officers and employees of state agencies concerning specific phases of budgets and financial procedures.

•             Reviews existing systems of budgetary reports and requests to determine adequacy of data for fiscal planning and budgetary approval; revises comparable budgetary procedures of other jurisdictions; collects and evaluates financial and economic data affecting state income and expenditures; prepares summaries and reports of evaluations; maintains data relating to budgetary systems and financial programming.

•             Attends legislative budget hearings and supplies information as requested; gives assistance to state agencies in preparing budget estimates.

COMPLEXITY OF SKILLS AND ABILITIES

•             Knowledge of the principles and practices of governmental budgeting and accounting principles and practices; of the methods and techniques of research and analysis; of the principles of organization and management; of public administration procedures and practices; of the methods of estimating state revenues; of the legislative process; of statutes and regulations governing state budgeting and accounting; of the financial structure, uniform accounting system and financial procedures of the State of Oklahoma; all as evidenced by a passing grade on an appropriate examination

•             Ability to establish and maintain effective working relationships with others; to gather and to analyze situations accurately and to adopt an effective course of action; to conduct several projects simultaneously; to organize and present facts and opinions clearly and concisely, both orally and in writing; all as evidenced by an appropriate selection procedure.

PREFERRED MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a major or its equivalent number of semester hours (24) in business or public administration, economics, political science, or government, which must have included twelve (12) semester hours in accounting and experience equivalent to four (4) years of full­time employment in budgetary administration; budgetary research and analysis and/or professional accounting work;

OR

an equivalent combination of education and experience, substituting one (1) additional year of qualifying experience for one (1) year of the required college education, with a maximum substitution of four (4) years; however, one (1) additional year of qualifying experience will be required for each six (6) semester hours of accounting which an applicant may be deficient;

OR

a master's degree in one of the fields specified above may be substituted for one (1) year only of the required experience;

 *Would prefer a candidate with a Certified Procurement Officer (CPO) certification, but will consider candidates w/o this certification as long as they acquire it within one year of employment in the position.  Would prefer at least one year of experience in claims processing.
