WORKING HOURS:
This is a salaried, exempt position. The incumbent is expected to devote such time and energy as is reasonably necessary to perform the duties and responsibilities of the position. Position must be available to work all shifts.
SUMMARY:
Responsible for overall operations and management of the Surveillance Department. Responsible for reporting violations to the Gaming Commissioners. The SURVEILLANCE MANAGER is responsible for ensuring the goals and objectives of the Tribal Gaming Agency are being met through effective functioning of the Surveillance Department. This position ensures compliance with all Federal, State and Tribal Gaming Regulations and ordinances as well as compliance with casino internal controls and policies and procedures. Also ensures follow-up on any documentation, correspondence, corrective and/or disciplinary actions on formal violations of any of the above with the appropriate supervisory personnel. Performs or coordinates all assigned special projects.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Ensures that all rules and regulations of the Gaming Commission are being adhered to.
- Coordinates investigations concerning allegations of employee misconduct, and conducts investigations as appropriate.
- Manages the surveillance system to safeguard assets, deter, detect and prosecute criminal acts, while maintaining public confidence and trust that RRC gaming is conducted honestly and free of criminal elements and activity.
- Install, maintain and operate the gaming facility surveillance system in accordance with the standards set forth in the Dry Creek Gaming Commission regulations, NIGC-MICS, or any other applicable gaming rule or regulation.
- Cultivates and trains surveillance staff in the uses of monitoring equipment, the system of Internal Controls, RRC's policies and procedures, rules of the games being played and games protection.
- Responsible for setup/maintenance for surveillance records and documents.
- Ensures that all required logs are maintained including: entrances/departures log from surveillance room, video library log, malfunction/repair log and daily activity log.
- Drafts professional correspondence, both written and oral, with management and Surveillance personnel.
- Performs and coordinates all assigned and/or approved special projects by the Gaming Commissioner(s).
- Works closely with the State and Tribal Gaming Agency to respond to all reports requiring follow-up and corrective action.
- Communicates with appropriate casino personnel regarding regulatory and internal control requirements, Title 31, and other Casino policies and procedures.
- Randomly monitors casino activities internally for required compliance and any other regulatory compliance related activities as assigned or deemed necessary or appropriate.
- Strives to ensure the privacy and confidentiality of all personnel matters pertaining to the performance of any compliance and /or special project duties.
- Assists with all assigned and/or approved special projects by the Gaming Commissioner(s).
- Maintains complete confidentiality at all times.
- Meets the attendance guidelines of the job and adheres to regulatory, departmental and Gaming Commission policies and procedures.
- Attends all required meetings and training.
- Prepares and maintains budget for the Surveillance Department.
- Performs other duties as assigned.
SUPERVISORY RESPONSIBILITIES:
Carries out supervisory responsibilities in accordance with policies. Responsibilities include participating in interviewing process, and making recommendations in, hiring, termination. Plans, assigns and directs the work of subordinates, writes employee performance appraisals and disciplines employees as necessary, addressing complaints and resolving problems.
QUALIFICATIONS:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and ability required.
- Bachelor's Degree in Criminal Justice, Business Administration or related degree from an accredited college or university and a minimum of five (5) years in surveillance within a casino setting required. Two (2) years of the experience must be in a supervisory or leadership role or a combination of experience and education that would provide the skills, knowledge and abilities to perform the essential duties listed above. The requirement for a Bachelor's Degree may be waived if a candidate can demonstrate an equivalent combination of education and experience
- Must be proficient in core programs in place: Omnicast, Synergis, and iView.
- Must possess the aptitude and technical ability to operate surveillance equipment including close circuit television, Personal Computers, Analog versus Digital systems, camera install and maintenance, printers and other peripherals as needed to perform the job.
- Must be able to manage multiple priorities simultaneously, establish and meet deadlines.
- Must be capable of supervising support staff.
- Ability to perform basic PC troubleshooting
- Must be computer literate.
- Must possess comprehensive understanding of the inner workings of the Surveillance and Regulatory Departments
EDUCATION:
- High School Diploma or equivalent GED required.
- Bachelor's Degree in Criminal Justice and/or Business Administration or related degree preferred.
LANGUAGE SKILLS:
- Must be able to read, write, speak and understand English.
- Excellent oral and written communication skills are important to the successful conduct of this position.
- Ability to write accurate, grammatically correct, polished reports and business correspondence.
- Must be able to speak with the public in a professional manner.
MATHEMATICAL SKILLS:
- Ability to add, subtract, multiply, and divide in all units of measure.
REASONING ABILITY:
- Ability to process information effectively, learn new material, identify problems and make rational decisions.

- Ability to apply legal, regulatory procedures, concepts, and policy to practical situations.
LICENSES, CERTIFICATES, REGISTRATIONS:
- Must possess or have the ability to obtain a valid California Driver's License.
- Must be able to obtain a gaming license from the Dry Creek Gaming Commission.
PHYSICAL DEMANDS:
- Requires prolonged periods of sitting, standing, walking, reaching, kneeling, bending and/or stooping in the performance of daily duties.
- Must have the manual dexterity to operate a computer and other necessary office equipment.
- Must be able to lift and carry up to fifty (50) pounds.
- Ability to respond to radio and phone calls, and accurately record the information.
- Must be able to respond to visual and audio consistently for extended periods.
