The OFFICE MANAGER performs a wide range of tasks and assignments in support of the Bureau of Overseas Building Operations (OBO) projects to build, modify, or renovate buildings and other facilities at overseas diplomatic posts throughout the world, including all features involving the design and integrity of CAAs, which are areas where classified information is stored, processed, or discussed. In furtherance of these responsibilities, the contractor performs tasks and assignments that include, but are not necessarily limited to, the following: Responsibilities: - Directs and coordinates administrative functions within OBO; ensures that staff complies with applicable policies and procedures; advises the Branch Chiefs, Office Directors, and Division Directors on OBO project-related matters requiring a broad knowledge of the Office’s mission, function and objectives. Provides guidance and advice to other office staff on a full range of administrative services. - Interpreting Federal and DoS-wide policies related to the budget, financial reporting, financial management, generally accepted accounting principles and generally accepted audit standards. - Engage OBO/CFSM Directorate Offices to facilitate development of positions and strategies to promote policy priorities. - Undertake policy analyses to provide a better understanding of the implications of alternative policy approaches and how to integrate policy and programmatic approaches and subsequently make recommendations to senior leadership. - Monitoring and analyzing data to track operating programs, and evaluating their effectiveness for strategic goals, and plan improvements. - Monitoring and evaluating operating units and activities to determine compliance with applicable directives, procedures and policies. - Keeping senior management informed of progress or programs and advising of significant developments impacting plans. - Preparation, management, and execution of budget data for OBO/CFSM Directors. - Maintaining a continuous liaison with other OBO directorates and DoS offices to ensure communication and mission directives are integrated throughout. - Preparing and presenting briefings, reports and responses to queries from Senior level OBO staff. - Comprehending complex OBO writing styles, financial matters and policy issues to assist Government employees with all levels of correspondence. - Working effectively with other DoS Bureaus, GAO, congressional staff and committees as well as other Executive Branch departments and agencies’ organizations committees’ boards and councils. - Supporting Senior OBO Directors and management in their negotiation in the defense of OBO budget proposals, policy positions, data collection and audit initiative within the federal realm. - Understanding of the various business processes of DoS-requiring an extensive probing and analysis to determine the nature and scope of the data is directed to the appropriate directorate. - Comprehending complex writing styles, financial matters and policy issues to assist Government employees with all levels of correspondence. - Assists in the development of and/or ensures the development and implementation of staff operating procedures and administrative policies for assigned areas of responsibility. Provides advice and guidance on the interpretation and application of administrative directives and instructions. - Assists in the development of basic funding requirements and priorities for the office. Compiles requirements and presents for approvals. Provides recommendation for action based upon factual data obtained and assessed.

Qualifications:

Minimum Qualifications: - 5 years of related work experience. - Active Secret security clearance . - Demonstrated office and administrative managerial experience and thorough understanding of a structured professional office environment. - Comprehension of, or ability to acquire, very basic or general aspects of engineering and construction. He/she must be able to communicate effectively, orally and in writing. - Possess a strong working knowledge of MS Office, inclusive of Word, Excel, and PowerPoint and be able to adapt quickly and learn internet type based internal programs. - Familiarity with the DoS policies and procedures or ability to rapidly learn these policies and processes and keep up with their evolution and change. - Excellent interpersonal, oral and written communication skills. - Excellent customer service skills. - Strong organizational skills and attention to detail, including follow-up on pending tasks and the ability to track end-to-end processes for the flow of task-related information. - Ability to operate significantly under own initiative. - College Degree preferred but not necessary WORK LOCATION: Rosslyn, VA You must be able to meet all health requirements, including but not limited to, current and future vaccination requirements for infectious diseases such as COVID-19. Desired: - Bachelor’s Degree in a related field preferred.
