Under general supervision, participates in the planning and management of the complete organizational budget process.
Essential Job Functions:
- Prepares budget calendar and monitors compliance with schedules.
- Advises and assists departments in the preparation of their department budget including the budgetary impact of personnel requests.
- Reviews and analyzes departmental budget requests for completeness, accuracy and anomalies.
- Assists in the preparation of annual payroll projection for all departments.
- Participates and advises in the administrative review of proposed departmental budgets.
- Coordinates monthly allocation of expenditures.
- Advises and participates in the development of the current and future year's capital budget.
- Monitors actual revenues with budgeted revenues and investigates variances.
- Advises Finance Director and City Manager on budgetary issues, including initiating enhancements and innovative budgeting techniques and best practices.
- Prepares analysis of budget variances and forecasts of revenues and expenditures for departments and the City.
- Directs compilation of data based on statistical studies and analyses of past and current years to justify fund requests and revenue projections.
- Provides technical expertise on the automated financial information system related to budget preparation, administration and analysis.
- Provides training and assistance with the system in relation to budget preparation and monitoring.
- Prepares monthly financial reports for directors.
- Monitors capital projects for correct funding and expenses.
- Prepares OWRB loan reimbursements.
- Coordinates and assumes responsibility for the preparation, modification, maintenance and analysis of the City budget and Capital plan.
- Reviews budget transfers and/or amendments submitted by Departments and prepare budget amendments for consideration by the City Council when warranted and necessary.
- Performs other duties as assigned.
Minimum Education and Experience:
Requires a Bachelor's Degree in Accounting, Finance, or other related fields of study, supplemented by one to two years of related experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Must have the ability to be bonded.
Physical Requirements:
Tasks involve the ability to exert minimal physical effort in sedentary work, typically involving some combination of balancing, hearing, kneeling, mental acuity, reaching, repetitive motion, speaking, standing, talking, visual acuity, walking and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 10 pounds). Tasks may involve extended periods of time at a keyboard or workstation.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of financial management, preferably including governmental accounting, financial reporting and budgetary practices.
- Knowledge of relevant city, state, and federal laws, regulations and policies.
- Knowledge of development and administration of municipal budgets.
- Knowledge of accounting and financial analysis principles.
- Knowledge of local, state and federal accounting principles and auditing standards.
- Knowledge of modern office practices and procedures.
- Ability to prepare and analyze complex financial reports and analysis.
- Ability to communicate effectively with departments.
- Ability to operate small office equipment, including copy machines or multi-line telephone systems.
Job Type: Full-time
Pay: $48,734.00 - $77,985.00 per year
