About the Opportunity:
FedTec is looking to hire an IT Project Manager, you will play a pivotal role in planning, executing, and overseeing complex IT projects. You will work closely with cross-functional teams to ensure the successful delivery of technology initiatives while meeting business objectives and deadlines. The Project Manager shall assist and provide support in all areas of IM/IT Program and Project Management for major or significant IM/IT initiatives directed, and will be required to provide weekly updates on each of the assigned activities, build project plans utilizing the Program Management Book of Knowledge (PMBOK) methodology, report on milestones as appropriate, ensure proper allocation of resources, complete risk assessments and work forecasts, and ensure all tasks and deliverables are being met. The Project Manager will also be required to write technical articles, reports, brochures, and/or manuals for documentation for a wide range of uses; manage, coordinate, facilitate, oversee, and track initiatives and projects with varying timelines and scopes using state-of-the-art PM techniques for risk assessment and abatement and Program Knowledge Management (PKM).

Primary Responsibilities
Program Planning and Strategy
- Develop and execute the IT program strategy in alignment with organizational goals.
- Define program scope, objectives, deliverables, and key milestones.
- Establish program governance and ensure adherence to IT policies and standards.
Program Execution and Management
- Lead and supervise program teams, including project managers and technical staff.
- Monitor program progress, identify risks, and develop mitigation plans.
- Provide weekly updates on each assigned task, build project plans, report on milestones, and ensure proper allocation of resources.
- Ensure that projects within the program are on track and within budget.
- Coordinate resources, timelines, and dependencies across projects.
Stakeholder Engagement
- Maintain effective communication with key stakeholders, including executives, business units, and technical teams.
- Manage stakeholder expectations and provide regular updates on program status.
Quality Assurance and Compliance
- Implement best practices, methodologies, and quality standards for IT projects.
- Ensure compliance with industry regulations, security protocols, and quality assurance processes.
Budget and Resource Management
- Develop and maintain the program budget, including resource allocation
- Monitor expenditures and make necessary adjustments to stay within budget constraints.
Change Management
- Facilitate change management processes to ensure smooth transitions and user adoption of new technology solutions
Risk Management
- Identify and assess program risks and develop risk mitigation strategies
- Proactively address issues to minimize program disruptions
Qualifications:
- Bachelor's Degree: Typically in Information Technology, Computer Science, Business Administration, or a related field.
- At least 5-7 years of demonstrated experience managing complex IT programs, including planning, execution, and delivery.
- Proven ability to lead and manage teams, including project managers and technical staff.
- Experience managing stakeholder relationships and communications at various levels, including executives and technical teams.
- Experience in budget planning, monitoring, and control.
- Experience in identifying, assessing, and mitigating risks associated with IT programs.
- Proven ability to facilitate change management processes and ensure user adoption of new technology solutions.
Skills and Competencies:
- Must have PMP (Project Management Professional) or PgMP (Program Management Professional).
- Proficiency in project management methodologies such as Agile, Scrum, and Waterfall.
- Proficiency with project management software tools like Microsoft Project, JIRA, Trello, or similar tools.
- Strong verbal and written communication skills to effectively interact with stakeholders and team members.
- Strong analytical and problem-solving skills to address issues proactively and mitigate program disruptions.
- Knowledge of IT policies, standards, and regulatory requirements relevant to the defense or healthcare sectors.
- Familiarity with best practices and quality standards in IT project management.
- Excellent interpersonal and negotiation skills to manage stakeholder expectations and foster collaborative relationships.
Additional Requirements:
- Security Clearance: Candidate must possess an Active Secret Security Clearance.
- Military Experience: Experience working with military or defense-related projects can be a plus.
