Job Description
PRECONSTRUCTION PROJECT MANAGER
GPAC is looking for a Preconstruction Manager to run our growing team! The main purpose of the Preconstruction Project Manager is to prepare solar and energy storage projects for construction. The Preconstruction Project Manager shall ensure the required engineering is complete for bidding and construction, required civil based permits are in place, the interconnection process is scheduled, O&M's needs are addressed in the BoP contract, the scopes of work are aligned in preparation for bidding, and lessons learned are incorporated into the BoP scopes of work. The Preconstruction Manager shall create the project schedule with respect to equipment procurement, engineering services, PV team coordination, and construction bidding process. The Preconstruction Project Manager shall manage and cooridnate with the respective internal engineering, PV engineering, and other teams to ensure the project is build ready prior to a financial investment decision.
Engineering and Survey Work
The Preconstruction Project Manager will coordinate with the Head of Solar and Engineering to ensure that the required geotechnical report, HV, PV, and engineering is completed in a timely manner to allow for bidding at a minimum 60% PV drawing, and 100% HV drawings. The Preconstruction Manager will also coordinate with Development to ensure the required topographic and ALTA surveys are completed to allow for engineering to proceed. The engineering drawings shall be prepared in a timely manner to allow for sufficient time to bid and award the work. If RWE is supplying the issued for construction drawings the timeline to have these drawings finalized is prior to issuing the BoP contract. LCOE exercises and lesson learned shall be run with Engineering, Development, Construction, and Preconstruction team members to ensure an efficient design that captures lessons learned knowledge are prepared.
Site Layout Optimization
As part of the Engineering process the Preconstruction Project Manager shall participate in the site optimization process. Site Optimization shall be the responsibility of the Solar Engineering Team. The Preconstruction Project Manager shall provide the timeline on when the site layout needs to be provided per the project schedule. However, it will be Solar Engineering's responsibility to coordinate with Development and other functions to get the necessary inputs to provide a build ready site layout.
Permitting
The Preconstruction Project Manager shall prepare with the Solar Engineering and Development Teams a permitting plan for the civil work related permits. The permitting plan shall include which permits are required, what is required to obtain the permits, and the timeline for obtaining the permits. The civil related work shall include department of transportation driveway permits, grading permits, drainage permits, utility crossing permits, drainage permits, and O&M building permits.
O&M Requirements
The Preconstruction Project Manager shall coordinate with Solar O&M to ensure that the proper O&M facility is specified, the required initial spares list is establish, and other O&M initial project set up requirements are captured in the BoP scope of work.
