Phase 1 of Green Line will provide light rail transit (LRT) service over an 18-kilometre route from Shepard Station at 130 Avenue S.E. to Eau Claire Station at 2 Avenue S.W. downtown. The Phase 1 Green Line has $5.5 billion in funding from The City of Calgary, Province of Alberta, and Government of Canada.
Reporting to the Director, Business Services, the Manager, Cost Control and Estimating oversees the Green Line business unit with program cost control and estimating activities that support the execution of Stage 1 of the Green Line Program. Responsibilities include ownership of the program control budget, making decisions related to cost reporting, forecasting, trending, earned value management, and change control while fostering collaborative relationships across multiple parties.
The Manager, Cost Control and Estimating requires extensive experience managing multiple complex projects with integrated scopes of work and resulting cost control complexity (complex WBS per scope of work integrated across multiple accountable parties). Additionally, adept management of both Green Line staff and contractor personnel is crucial for ensuring the overall success of the project's cost management and is a key competency. Relationship building across the different parties is required to manage the work's complexity and mitigate issues. Primary duties include:

Manage the Cost Control and Estimating team as well as manage cost reporting inputs from multiple contractors.

Liaise with the Project Directors and Executive Directors to constructively manage the Cost Control and Estimating work for the execution of their respective work scopes.

Effectively manage and resolve conflicts related to Cost Control and Estimate, actively identifying and escalating significant concerns to Project Directors or the Business Services Director as needed. Facilitate open communication and collaboration to ensure timely resolution, input and informed decision-making.

Liaise with the Project Directors and Executive Directors to constructively Estimate work (new or changes) for the execution of the scope.

Act as the decision-making authority for budget conflicts between individual scopes of work (Project Directors).

Establish, oversee, and maintain a comprehensive Earned Value Management program for the Project.

Establish, oversee and maintain Cost Controls reporting including EVM, dashboards and KPIs.

Establish, oversee, and maintain Estimating and Cost Controls participation in the Change Control procedure.

Establish and lead integrated efforts to design, implement and execute integrated end-to-end Project Controls workflow processes for the entire Project.

Incorporate contractor and consultant cost reporting into the project's integrated cost control system while fostering a culture of collaboration and alignment.

Play a key support role in Risk Management.

Undertake a systematic and deliberate approach to organizational/people Change Management to implement and execute on all responsibilities, as appropriate.
