Job Description:
As a successful Policy Development Officer (Reconciliation), you will support the Division by developing partnerships in the community, , developing policy, and leading systems planning initiatives to advance reconciliation within Children's Services.
You will be tasked with leading Indigenous systems planning coordination for the division, which includes identifying service gaps, the expansion of Indigenous led operators, and implementing frameworks, such as the Ontario Federation of Indigenous Friendship Centres Response to the Development of an Indigenous Early Learning and Child Care Framework.
Reporting to the Consultant, Policy Planning and Projects (Reconciliation, Equity, Diversity, Inclusion, and Accessibility Unit), you will be part of a dynamic team tasked with providing strategic advice to the Senior Management Team and advancing the Division’s reconciliation goals within Children's Services.

Major Responsibilities:
Relationship Building and Strategic Partnerships
  • Develops, coordinates and implements all aspects of the public consultation process to support changes to policies, and responds to issues arising.
  • Represents City interests in inter-jurisdictional, inter-governmental, international and community meetings/settings.
  • Fosters and works collaboratively to develop and maintain close and effective working relationships with management, City divisions, other levels of government, technical consultants, Indigenous-focused community agencies, funding partners, advocacy groups and members of the public, or other groups as appropriate, to ensure awareness of existing and evolving issues and concerns, facilitate coordination and organize relevant forums.
  • Leads task forces and special committees.
  • Develops divisional communication materials and content for internal and external partners.
  • Participates in inter-divisional policy/program development initiatives.

Research, Writing, and Reporting
  • Researches practices and strategies for promoting reconciliation, addressing anti-Black racism, and fostering equity and inclusion. Ensures that this research considers advancements in the child care field, corporate policies, legislative updates, and initiatives from other government levels.
  • Leads strategic policy development, policy analysis, research, evaluation and program development processes by identifying, and preparing and supporting the delivery of detailed implementation plans to support management functions and improve the efficiency and effectiveness of operations and service delivery.
  • Prepares Council reports, research analysis, budget/resource requests, briefing notes, presentations, a variety of correspondence, policy reports/recommendations and other materials, as required by and for senior management, consistent with unit, divisional and corporate priorities and strategic directions.
  • Leads and directly conducts ongoing research (qualitative and quantitative data) and analysis of trends and activities related to assigned policy areas, and evaluates the strengths, weaknesses and effectiveness of policies, by-laws and programs, in order to provide information to management and identify emerging issues and opportunities to management to support decision-making.

Project Management
  • Identifies, collects and maintains performance measures and key performance indicators for the Division.
  • Manages confidential and sensitive information impacting divisional operations, staffing, budget implications, and assets/resources through prioritizing research needs.
  • Provides leadership in the planning and progress of project-based assignments to investigate policy and program options, including developing project objectives, requests for proposals, terms of reference, and evaluation methods, ensuring quality in project deliverables within timeframes and compliance related to relevant policies, and consulting with relevant Indigenous community elders.
  • Provides leadership to project teams comprised of multiple partner interests including divisional staff, consultants, staff from other City divisions/agencies and/or external Indigenous education subject matter experts to research, prepare, and monitor implementation of recommendations. Manages budgets, requests for proposals and service contracts related to projects.

Key Qualifications:
1. Lived experience as a member of a First Nations, Inuit or Métis community and/or knowledge of Indigenous teachings, principles and traditions, and a deep understanding of the diversity of knowledge, experiences, languages, and cultures and land interests of Indigenous communities in Toronto.
2. Post-secondary education in social policy, public administration, or a related discipline, or an equivalent combination of education and experience.
3. Considerable experience in strategic and/or operational policy development, stewarding complex policy initiatives from inception through to implementation with minimal direction, while balancing political, community and other stakeholder interests, and resolving conflicts.
4. Considerable experience in applying an anti-oppressive/anti-racist framework, and/or an intersectional equity lens into research, policy analysis and development, and evaluation.
5. Considerable experience with project management, including project design, development, program evaluation and implementation, to support policy and evaluation goals.
6. Considerable experience in stakeholder management with a high level of ability to influence and negotiate outcomes effectively with a broad spectrum of diverse stakeholders.
