Dow has an exciting opportunity for a Sourcing Specialist.
The Sourcing Specialist will support the project from their current home location in conjunction with some business travel. In 2025, the candidate will relocate to Fort Saskatchewan, Alberta, Canada. Specific timing to be worked out with the Leader and Project Manager.

The Sourcing Specialist sources and manages a portfolio of products or services to improve Dow's cost position and supply security in the market through application of the strategic sourcing process. Receives a moderate level of guidance and direction while building knowledge of the company, processes and customers.
In this role, you will require understanding of key business drivers for your discipline and function. You will need to be able to expand conceptual and working knowledge related to your discipline or functional area. You are expected to provide informal guidance to new team members and be able to explain complex information to others.
It is your responsibility to use technical experience, established practices, and personal judgement to analyze and resolve straightforward problems. Your performance impacts the quality of your own work and your team’s work and requires that you work within established guidelines and policies.
The Sourcing Specialist supports the EPC Contract Manager to ensure the contract preparation, execution, and closure meets the Project defined requirements and contract compliance.
Specific responsibilities from contract formation, implementation, and closure include:
Pre-Award (Construction Contractors):

Establish Invitation to Bid (ITB) distribution.

Develop Contracting and Compensation Strategy
-
Conduct Contract Risk Assessment
-
Pre-qualification of Contractors and site access
-
Request For Proposal (RFP) preparation support & issuance to Contractor
-
Handle bid process and manage correspondence from Contractors including meetings and site visit/access.
-
Manage verification of Contractor bids
-
Manage commercial communication and coordination with Owner and Contractor
-
Negotiate, manage, and finalize the responses (risks, commercial, legal, and technical) to ensure compliance with Owner’s requirements.

Prepare Bid Proposal evaluation for review and clarification.
-
Ensure and apply functional work processes and procedures to comply with audit reviews.
-
Pre-Award that the Strategic Sourcing team is accountable for the selection process of Construction Contracts.
Award/Post Award:
-
Serve as Primary focal point between Owner and Contractor interactions regarding commercial activities.

Ensure proper documentation to support a requisition for Purchase Order (PO)
-
Ensure proper Delegation of Authority (DOA) in place before issuing PO.
-
Manage post award administration to ensure Contractor complies with contract terms/conditions, pricing, and Personal Authority Approval Form (PAAF)

Manage/administrate Work Element Release (WER)
-
Ensure alignment of the Contractor with the Award Package
-
Ensure alignment of the Contractor with the Project Execution Plans
-
Empowerment to make changes based on “delegation” limited contract management.

Negotiate claims and change orders requests.
-
Manage, prepare, and track Change Orders
-
Ensure compliance with Owner audit activities.
-
Work closely with a Construction team at the site to ensure the most effective field administration of the contracts.
Invoice Verification and Approval:
-
Ensure Contractual terms, schedule and payment instructions/milestones are clearly communicated to Contract Coordinator
-
Oversight and support Contract Coordinator with invoices verification/approval administration
-
Support Contractors as appropriate per T/C and invoicing/payment instructions
-
Notify Contract Coordinator and Project Team of Contract value of work complete and contract expiration dates.

Support Project financial accrual as needed.
Closure:
-
Ensure there are no outstanding claims by either Owner or Contractor, Work/Scope is complete, and all invoices have paid to Contractor.

Verify receipt of signed Final Lien Release and Contract Completion Certificates
-
Verify all Contractor deliverables are collected.

Ensure records of contract related documents meticulously organized and ready for corporate audit compliance

Collect data, prepare report, and closure out the contracts.

Oversee PO closure procedures in SAP for zero balance.

Responsibilities:

Manages a portfolio of products or services to improve Dow's cost position and supply security in the market through application of the strategic sourcing process

Responsible for the negotiation, execution and implementation of commercial agreements and related work processes in accordance with the strategies within the commercial area and/or geography

Investigate and facilitate Quality, Service and Product Performance (QSPP)

Analyze data to identify improvements in vendor and spend coding

May lead projects or project steps within a broader project or may have accountability for on-going activities or objectives locally
Qualifications:
-
A minimum of a bachelor’s degree or relevant military experience at or above a U.S. E6 or Canadian Petty Officer 2nd Class or Sergeant ranking.

A minimum of 3 years experience in procurement/labor contracting.
-
A minimum requirement for this position is the ability to work legally in the country in which you're currently working. No visa sponsorship/support is available for the initial part of this role. In 2025, when relocation to Canada is needed, visa sponsorship/support will be provided.

It is expected that the candidate will begin the assignment at their current home location. At a later date, the candidate will relocate to Fort Saskatchewan (AB, CAN) to support the Path2Zero program. This plan and timing are subject to change based on the program.
