Foothills County, nestled in a beautiful Mountainview setting, is a vibrant rural municipality with a thriving economy. They are located immediately south of Calgary, bordering the southern city limits. The community offers a selection of gracious family living options with proximity to urban amenities, world class golf courses, rafting, fishing, hiking, mountain biking, canoeing, camping, skiing, equestrian activity and more await you in this ideal location. Administrative Offices for the county are situated in High River, Alberta. The County surrounds the Towns of Okotoks, High River, Nanton, Turner Valley, Black Diamond, Claresholm, Pincher Creek, Stavley, Vulcan, Fort Macleod, Longview, and the Eden Valley Indian Reserve, Rural and hamlet residents, all in a 3,675 sq. KM area. This Alberta agricultural leader also boasts ten (10) high load corridors passing through the County supporting the transportation sector. They are host to a population of 24,645 who serve the agriculture, construction, retail, and energy industries.
Position Summary:
Due to corporate evolution, the County is recruiting a Director of Public Works to facilitate succession strategies and provide strength to the Organization. The successful candidate will have the opportunity to enhance the well-being of the municipality and help shape the future of the County.
Reporting to the Chief Administration Officer, the Director will provide strategic leadership, management and direction for the Public Works, Agricultural Services, Utilities and Landfill components of the municipality. The Director will be responsible for overall departmental operations and ensuring current and future departmental plans are in line with Council-approved, bylaws, policies, the Municipal Government Act, provincial law, and the County’s strategic priorities. Responsibilities will also include Water and Wastewater systems, Fleet and County Road Construction and Maintenance.
Requirements:
A post-secondary degree or diploma in a Public Works related field with a minimum of ten (10) years of technical and management experience in municipal government or a C.E.T. designation.
Registered or eligible for membership in the Alberta Society of Engineering Technologists, ASET or APEGGA.
A Local Government Administration Certification would be an asset.
A thorough understanding of the Municipal Government Act, bylaws policies and procedures.
A Supervisor Certificate from the Canadian Public Works Association would also be an asset.
Equivalencies may be considered.
Also Needed:
Strong written and oral communications skills, excellent public relations skills accompanied with a sensitivity to the needs of the public and elected officials. Must be able to set and manage budgets and resources, perform practical problem-solving, and work effectively with staff in a team environment. Will be required to provide technical input to develop policy, strategic plans, perform issues resolution and attend at Council meetings. The ability to work effectively and efficiently, performing well under pressure while dealing with contentious matters. Must maintain strong attention to detail.
