The Okanagan Indian Band has an exciting employment opportunity for a Director of Administration.
The Director of Administration will develop positive relationships with internal and external stakeholders that promote and support OKIB’s Strategic Plan and maintain sound financial practices. Reporting directly to the Chief and Council, the Director of Administration will be responsible for administering and overseeing all band programs and will ensure programs are within budget. The position holder will ensure that all operations are conducted in a respectful and responsible way, ensuring that all decisions and actions meet the relevant legislation, policies, and procedures.
The Director of Administration will be collaborating with Departmental/Program Directors in developing and managing performance and operational goals that align with OKIB’s Strategic Plan. The successful candidate will develop, implement, and monitor the day-to day operational systems and processes that aligns with OKIB’s mission and values. The position holder will also act as a liaison between other government agencies and departments, private industry business, and any other individuals, groups, or agencies operating in the community and plays a key role in planning for and supporting administrative projects or initiatives.

JOB DUTIES AND RESPONSIBILITIES
Strategic and Operational Planning
- Support the coordination and development of comprehensive plans including but not limited to a strategic plan, comprehensive community plan, land use and economic development plan to meet organizational objectives
- Lead planning initiatives for projects or initiatives including the setup of project management practices to support and report on progress
- Provide leadership to Department Managers to facilitate the implementation of strategic plans at the department/staff levels
- Support the development of operational plans aligned with Council’s vision and direction and monitor progress of activities
- Administer and monitor the overall strategies and procedures for the organization’s data and cybersecurity protection
- In collaboration with information technology subject matter experts, coordinate the set up and maintenance of effective security controls and security awareness programs
- Lead human resources planning in collaboration with the human resources department to assess workforce needs
Financial Administration Management
- Provide oversight and work collaboratively with departments to manage the OKIB’s financial performance
- Maintain up-to-date knowledge of all budget and funding requirements, applicable government financial legislation and policies, as well as all Band financial policies and procedures
- Ensure reporting to funding programs is completed and fulfils requirements
- Ensure program funds are expended appropriately
Program and Service Delivery
- Research and coordinate requests for potential funding, programs and projects as required
- Collectively with management, establish, maintain, and update program policies, procedures, and standards to ensure compliance with legislation and regulation
- Interpret and research policy needs, applicable legislation, regulation, and agreements
- Provide best practice project management guidance and support to projects and initiatives, ensuring robust activity tracking and reporting
- Set up and coordinate communication from Council to administrative staff and the community through appropriate communication mediums
- Develop and coordinate needs assessments and evaluation criteria to help identify and measure the effectiveness of programs and program delivery, including community needs assessments as required
- Lead the development and implementation of safe work practices and promote a culture of teamwork and safety to mitigate workplace accidents within public works and housing
- Develop a plan for and implement robust inspections and audits to proactively identify deficiencies and mitigate major issues within public works and housing
Relationship Management
- Represent the Band at local, regional, provincial, and national meetings as delegated
- Ensure that OKIB members can share their views, concerns and needs relative to new or continuous programs, services, and initiatives of the Nation
- Act as a liaison between other government agencies and departments, private industry business and any other individuals, groups or agencies operating in the community
Band Council Administration
- Attend Band Council meetings as required and support the preparation of agendas, meeting records, Briefing Notes, information and resources for Band Meetings and Band Council Members
- Facilitate exchange of information between Band Council and Band Members and convey Council decisions to the administration team
Perform other duties as required, such as: dispute resolution; crisis management; emergency response; advocacy; and management systems development and maintenance
QUALIFICATIONS
Education and Experience
You have education, experience, or carry a willingness to learn. You are community-minded, detail-oriented, and an excellent communicator.
- Bachelor’s degree, preferably in Business Administration, with extensive business experience
- An equivalent combination of education and experience may be considered
- 10 years of experience in an executive or senior role
- Experience supervising staff
- Demonstrated experience with strategic planning and program evaluation
- Superior knowledge of operational functions and principles
- Experience working with First Nations communities

Director of Education, Language & Culture, Director of Health & Social development, Director of Finance, Director of Public Works & Housing, Deputy Administrative Officer, Fire Department and Human Resources.
A Criminal Record Check that includes the vulnerable sector and 3 References are required.
Preference will be given to qualified Aboriginal Applicants as per section 41 of the Human Rights Code

Pay: $120,000.00-$136,500.00 per year
