Human Capital Management (HCM) - Functional Lead
Total Systems Solutions Consulting Inc. represents an association of independent IMITS Consultants based in British Columbia. We are seeking a HCM FUNCTIONAL LEAD for the Fraser Health Authority, Province of British Columbia. You must be available to 100% Remote, full-time for 37.5 hours per week. Occasional travel to the office in Surrey, BC may be required for certain events such as Project Kick Off, various Executive Steering Committee Meetings.
The anticipated term of this opportunity is 1.5 years.
Project Context
Fraser Health Authority (FHA) is looking to move towards a new, cloud-based multi-tenant Software as a Service (SaaS) Human Capital Management System (HCMS) that can support the unique and complex health care collective agreements found in BC.
FHA’s current HR system, Meditech Magic, will be end-of-life by 2029, and replacing this system supports FHA’s corporate priority of innovation for sustainability and transformation, as well as fosters a healthy team environment that puts our people’s well-being first. A modernized HCMS will provide the following benefits:
- One integrated system to enhance user experience for employees and managers
- Better integration with automated processes, including with Workforce Management (WFM) to replace manual timecard procedures
- Eliminate the use of manual workflows and phone/email communications
- Easier access to employee information and change/acceptance process
- Increase functionality with native analytics to track/trend employee information
Although an HCMS can provide a variety of features and functionality, FHA’s main focus for this project will be on: Core HR, Payroll and integration to the WFM solution. Other modules may be considered for a future project.
Services Required
FHA is seeking an Expert Functional Lead, experience in working with external SI (system integrator) partners on implementing SaaS solutions in complex integration projects. Expert knowledge of HCMS, WFM systems, Payroll. At a high level, the responsibilities would include:
- Coordinate with FH SMEs, SI and solution vendor representatives to ensure alignment on project goals, deliverables, and timelines.
- Lead workshops and meetings to gather detailed business requirements from various departments.
- Analyze and document business requirements ensuring completeness and feasibility for implementation.
- Ensure that the Payroll and Core HR systems are in compliance with requisite laws and policies.
- Implement and maintain security protocols to protect sensitive employee information.
- Work with project managers to maintain detailed activity plans, raise risks to meeting project objectives, and offer solutions to issues arising.
- Provide regular project progress/status reporting to sponsors, steering committee, and project stakeholders/groups.
- Escalate issues/changes out of the PM authority (e.g., scope changes) to sponsors/steering committee as required.
- · Perform risk management, including but not exclusive to, risk planning, identification, risk analysis and risk responses.
- Oversee the integration of payroll and HR systems with other enterprise systems (e.g., ERP, Timekeeping, etc).
- Ensure seamless data flow and accurate data synchronization across systems.
- Develop comprehensive test plans and lead testing activities toward validating requirements.
- Will support knowledge transfer and testing activities during the course of the implementation.
- Identify and resolve defects and issues to ensure the system meets quality standards before go-live.
- Lead data migration efforts, ensuring accurate transfer of existing payroll and HR data into the new system.
- Conduct thorough data validation to ensure data integrity and accuracy.
- Develop training materials and conduct training sessions for end-users and administrators.
- Provide ongoing support to users, addressing any issues or concerns that arise during and after implementation.
- Work with change management leads to develop and execute change management plans to facilitate smooth transitions for users adapting to the new systems.
- Communicate changes effectively and manage resistance to change within the organization.
- Conduct post-implementation reviews to assess the success of the project and identify areas for improvement.
- Lead efforts to optimize system performance and functionality based on feedback and evolving business needs.
- Support the knowledge transfer from project to the sustainment structure and ensure the support structure is adequately prepared to support the new processes and solutions.
Support project closing documentation as required by PMO, including lessons learned.
Consultant Qualifications
o HCMS, WFM and/or HR systems, specifically with cloud-based multi-tenant environments
o Integration platforms
o SaaS implementation experience
- Health care experience preferred
- Required experience developing and executing project plans with complex data integrations
- General knowledge of HR information systems and operations preferred
- Experience in multi-collective agreement and complex labour relations environment preferred
- Experience presenting to stakeholders and executives
