OPERATOR I

ORGANIZATIONAL UNIT: Public Works

GROUP: Operations

CLASSIFICATION: Full-time Permanent (1.0 FTE)

PURPOSE

Under the supervision of the Infrastructure Manager, the Operator I performs general duties related to the maintenance of the Town of Bon Accord’s infrastructure which includes roads, utilities, buildings, playgrounds, and open spaces.

The Operator I position is the first level of a three-level series of classes. It is distinguished by the basic/general nature of the responsibilities performed. The Operator I requires an introductory level of knowledge and proficiency. The Operator I will be required to work towards water and wastewater certifications.

SCOPE

The Operator I position operates small and heavy equipment as required for the maintenance of roads, parks, and water/wastewater infrastructure, in a safe and proficient manner. Equipment includes but is not limited to loader, bobcat, sweeper, plows, spray patcher, grader, mini excavator, trailer mounted hydrovac, and trucks.

REPONSIBILITIES

Key Competencies

· Assist with water and wastewater infrastructure operation and maintenance in accordance with certification level. This includes but is not limited to meter change outs, meter reading, repair and maintenance of distribution lines, valve exercising and repair, reservoir monitoring, water testing, bulk water station operation and maintenance, and fire hydrant maintenance.

· Assist with road maintenance, including but not limited to snow clearing, spring and fall road checks, asphalt repair, concrete repairs.

· Assist with parks maintenance including but not limited to grass mowing and trimming.

· Properly maintain the equipment and tools used to complete tasks.

· Be aware of, understand, and follow safety policies and procedures.

· Must be able to work under minimal supervision, in accordance with direction and established work routine. Matters which deviate from routine are referred to the supervisor.

· Effectively adapt to tight deadlines, heavy workloads, and sudden or frequent changes in priority to accomplish objectives.

· This role requires participation in an on-call, after-hours rotation.

Emergency Management

· Attend training and emergency management exercises as required.

Health and Safety:

· Adhere to all safety policies and procedures.

· Attend safety meetings as required.

Other:

· Undertake other tasks and responsibilities as required within the scope of this position or as directed by the Infrastructure Manager and/or the Town Manager.

Physical Environment:

· Lift, carry, push, or pull objects weighing more than 20 lbs. (without the assistance of mobile, powered equipment).

· Working outdoors in all seasons is required.

· Loud noise from equipment/machines is at a level where ear protection is required.

KNOWLEDGE, SKILLS, AND PERSONAL ATTRIBUTES

Knowledge

· High School Diploma

· Valid Class 5 Operators License - “Q” endorsement

· Live within the surrounding area of Bon Accord to respond to Public Works emergencies in a timely manner.

· The following certifications would be considered a strong asset:

Ø Level 1 or Level II Water Distribution Certification

Ø Level 1 or II Wastewater Collection Certification

· Ability to perform lifting, carrying, pushing, or pulling of objects weighing more than 20 lbs. without the assistance of mobile, powered equipment and manual dexterity is frequently required.

· Must be comfortable with primarily outdoor work.

· WHMIS, First Aid, and CPR
