ICF seeks an experienced economist with expertise in environmental policy and economics to support the growth of our expanding Regulatory, Policy and Economics (RPE) portfolio. The RPE portfolio at ICF supports primarily public-sector clients with research, analysis, technical assistance, and implementation support to help them address complex policy, management, and regulatory challenges. We estimate the environmental, safety and social impacts of regulations, policies and programs and assess their costs, benefits, and economic impacts. We also evaluate program effectiveness. We work with virtually all federal agencies and with state and local agencies and select non-profit and private-sector clients. Our key clients include the Environmental Protection Agency, Department of Transportation, Department of Agriculture, the American Lung Association, and various state and local clean air and water agencies. As Director of Economics, you will apply your expertise in economics, research, and sound objective analysis to lead and implement high-profile policy-making activities with federal government clients. You will also interact and collaborate with other business and technical leaders across ICF to grow and expand our environmental policy portfolio with current and new clients (e.g., Environmental Protection Agency, Department of Transportation, other federal, state, and local agencies, and select non-governmental organizations). The successful candidate will have a demonstrated understanding of the consulting industry, existing client relationships, experience in business development, contract/project operations, staff management, and expertise in the regulatory process and economic analyses necessary to support federal government environmental policy decisions. We are flexible on location, as you will be joining a team distributed across the Washington DC Metro area, Cambridge, MA, and other locations. Travel to client sites, ICF offices and conferences may be required depending on project and client needs. Responsibilities Program Management Lead the day-to-day activities of current projects. Apply subject matter expertise and thought leadership on analyses of the costs and benefits of policies and regulations affecting various areas including the environment, natural resources, transportation, and others. Facilitate the effective management of client demands that may include aggressive deadlines and complex deliverables. Oversee delivery of client commitments, ensure excellence, and drive a customer satisfaction culture. Business Development Develop business to expand our growing portfolio and identify new leads/potential clients. Lead and contribute to sales and proposals efforts on key client accounts and identified leads. Engage in capture, bid and proposal processes and assist with developing compelling technical solutions for client audiences. Leverage existing relationships within federal, state and local government and non-profit sectors to help identify opportunities and present ICF’s capabilities. Staff Management and Development Mentor, coach, and supervise junior and mid-level staff. Monitor workload, provide guidance, ensure quality work products and high levels of employee engagement. Minimum Qualifications Master’s Degree in economics/resource economics plus a minimum of 12 years of demonstrated experience (or PhD plus 8 years of experience) delivering economic/policy solutions on projects related to the environment, public health, and safety. Demonstrated thought leadership and domestic US expertise in one or more areas including: environmental and resource economics, regulatory economics, natural resources management, policy analysis, rulemaking, cost-benefit analysis. 8-10 years of experience managing and developing client engagements; successfully managing contracts and project portfolios of $1M and upwards; and leading related programs and project teams of 4 staff members. Proven track record of successfully delivering economic/policy solutions to clients in a professional services or consulting setting or within a federal agency setting, with preference for experience supporting Environmental Protection Agency programs. Preferred Qualifications PhD in economics/resource economics. Experience using R (preferred) or other structured programming language for data analysis. Demonstrated experience in applying market and non-market benefit valuation methods to valuing outcomes of policies or resource management programs. Demonstrated experience in developing statistical and econometric models. Professional Skills: Strategic and hands-on leader with strong organizational, communications, and people management skills. Strong analytical, problem-solving and decision-making capabilities. Sound business ethics, including the protection of proprietary and confidential information. Exceptional verbal, interpersonal and written communication skills. Proficiency in MS Office applications and collaborative tools (Word, PowerPoint, Outlook, Excel, and SharePoint/Teams).
