Job Overview North County Serenity House (NCSH) is a 120 bed women's perinatal program located in North San Diego County. There are 11 withdrawal management beds, and 109 residential beds. The Program Director I/II is a licensed or licensed eligible professional who is responsible for the clinical oversight of day-to-day operations of the North County Serenity House Residential program. The Program Director I/II is responsible to ensure high quality, safe services while working closely with the Managing Director and on-site leadership to support staff in maximizing contracts. The Program Director I/II will demonstrate ownership, leadership, and strategic thinking and will demonstrate skills to motivate and inspire high performance. The Program Director I/II will provide clinical supervision to all direct service staff which may include group and/or individual clinical supervision in a safe and supportive environment for staff, students, and participants. The Program Director I/II may be asked to assist with the delivery of direct services that may include clinical assessments, individual, family, and group behavioral health services. The Program Director I/II will also support the program with the provision of clinical trainings. The Program Director I/II will also be available to staff for clinical consultations and will be part of the Manager On Call rotation. S/he acts as a liaison between the agency and outside organizations, linking clients with the appropriate resources to meet their health, mental health, and human service needs.    Key Responsibilities Clinical Oversight and Leadership: Understands the strategic vision of HealthRIGHT 360 and finds ways to implement and execute the vision at the treatment services level. Closely coordinates operations with supervisors, managers, and Divisional Director at site and at other locations/facilities. Translates program funding and program requirements to the continuum of care model. Develops and/or enhances systems to track clinical performance measures. Works with Divisional Director, Managing Director, and Compliance on the development and maintenance of policies and procedures as it relates to day-to-day program operations. Responsible for setting and guiding clinical strategies and treatment philosophy for HealthRIGHT 360 direct service providers, including but not limited to employing a “whatever it takes” mentality, harm reduction model, and Gender Responsive Trauma-Informed services. Responsible for ensuring that quality, cutting edge services are consistently delivered to participants including the maintenance of quality participant records reflective of the level of care provided. Ensures that quality treatment services and evidence-based practices and guidelines inform programmatic decisions. Ensures that all staff are informed and kept up to date on trends related to participant treatment and care.   Supervision responsibilities: Supervision responsibilities include monitoring the clinical work of program staff and providing individual and/or group supervision for direct service staff that may include mental health clinicians, counselors, case managers, and students. Also includes maintaining appropriate supervision agreements for those mental health staff that are acquiring hours towards licensure and ensuring that staff are knowledgeable of their responsibility to track and provide proof of their hours; signing off on required paperwork for universities; completing staff and student evaluations and written recommendations; and assisting with crisis intervention, child and child/elder abuse reporting, and other urgent clinical matters. Must be available after hours and on weekends to respond to facility emergencies, outstanding crisis or events. Will work closely with administrative supervisors of staff to address concerns as a team.   Quality Improvement and Compliance responsibilities: Compliance responsibilities include co-signing assessments, treatment plans, and progress notes as needed. Also, includes reviewing documentation to ensure that the golden thread is evident throughout a chart. Understands and ensures compliance with policies and procedures to manage risk. Ensures compliance with HIPAA, 42CFR regulations and all other funding mandates and licensing requirements. Ensures program staff, management, and other senior management are informed on quality of care concerns through regular reporting and/or team discussions. Assists in tracking and entering outcome measures. Ensure staff are providing evidence based or promising practices and utilize or create tools to track fidelity. Participate in regular reviews of clinical situations such as incident reports, programmatic outcomes, participant satisfaction, and other areas to improve clinical services and outcomes. Ensures compliance with all contract, regulatory, and accreditation bodies. Ensures compliance with HealthRIGHT 360 and North County Serenity House policies and procedures, HIPAA, 42CFR regulations and all other licensing requirements. Ensures staff are informed on quality of care concerns, opportunities for improvement and other policy related changes.   Training responsibilities: Training responsibilities include developing and conducting trainings in administrative procedures as they relate to clinical services and clinical topics related to the delivery of clinical services. Ensures all direct reports are properly trained and updated on HIPAA and 42CFR regulations and compliance as well as any other ongoing compliance and regulatory requirements.   And, other duties as assigned    Education and Knowledge, Skills and Abilities Education and Experience: Ideally California licensure at minimum for 2 years as a Psychologist, LMFT or LCSW with at least 2 years’ experience in providing clinical supervision OR license eligible OR certified SUD Counselor. Must have at least 3 years of management experience. Experience in working with people with co-occurring disorders. Experience working in criminal justice populations. Familiarity with trauma informed therapy models, cognitive–behavioral therapy, brief psychotherapy and psycho-educational approaches. Familiarity with working with psychotic and other severe mental health presentations. Background Clearance Required: Must not be on active parole or probation, clear with OIG database.  Knowledge Required:  Strong clinical skills with a solid background in behavioral health services, including both substance use and mental health disorders. Knowledge of evidence-based practices. Culturally competent and able to work with a diverse population. Strong proficiency with Microsoft Office applications, specifically Word Outlook and internet applications. Experience working successfully with issues of substance abuse, mental health, criminal background, and other potential barriers to economic self sufficiency. Ability to enter data into various electronic systems while maintaining the integrity and accuracy of the data. Professionalism, punctuality, flexibility, and reliability are imperative. Able to communicate well at all levels of the organization including working with organization leadership and high-level representatives of partner organizations.
