What are the responsibilities and job description for the Head of Global Mobility position at 2012 CSL Behring L.L.C.?
The Opportunity: Reporting to the Vice President, HR Operations, as Global Mobility COE, you will lead the development of CSL’s Global Mobility (GM) programs, strategies, policies, and processes for international and domestic relocations in alignment with the Company’s overall HR strategy. You will oversee the delivery of global and domestic mobility programs for the CSL Group. Manages vendor relationships with providers of cross-border taxation, immigration and relocation services. You will ensure effectiveness of GM service delivery across the globe. You will manage administration of assignment related compensation and payroll components including annual merit review. You will oversee global and domestic mobility compliance in accordance with country specific requirements. You will be responsible for preparation of global mobility budget and quarterly forecast inputs, and you will manage policy exception process and global mobility surveys and analysis. The Role: Global Mobility Strategy Develops and executes a comprehensive global mobility strategy that aligns with the company's business goals and objectives, in close coordination with the Talent and the Total Rewards COE. Global and Domestic Mobility Policy Development Ensures the Company’s GM policies meet current business needs and HR strategy and are effective in supporting the attraction, development and retention of talent. Regularly reviews the Company’s Global and Domestic Mobility policy framework against market and compliance requirements. Engages appropriately internally and externally to fully understand the requirements and identifies gaps. Develops policy solutions that support the company’s overall HR strategy and are aligned to market practice and meet compliance needs. Global and Domestic Mobility Governance Designs and maintains effective governance of global and domestic mobility programs across the CSL Group: Responds to policy interpretation queries from global HR community, Managers and Employees Provides compliance guidance to the business in relation to immigration and taxation matters Development and ongoing review and update of Global Mobility content for upload to askHR Employee Center (ServiceNow) Development and review of documentation for Global Mobility SharePoint to provide regional HR Mobility Specialists with tools to perform their roles Oversees preparation of annual reports of relocation benefits by employee for country specific taxation purposes (e.g. FBT, P11D, US Gross-up) Ensures Social Security compliance for international assignees Ensures individual international assignees’ health insurance coverage is in place as applicable Reviews GM policy exception applications and escalates as appropriate Undertakes periodical surveys of mobile employees to gain feedback on the relocation experience. Global Mobility Vendor Management Selects Global Mobility vendors for the provision of cross-border taxation, immigration and relocation and destination services in collaboration with CSL’s Sourcing group. Manages relationships with selected vendors and ensure service delivery is of expected quality and in line with Service Agreements. Works with vendors towards continued improvement of services. Liaises with CSL’s Head of Global Benefits and CSL’s Expatriate Health Insurance provider to ensure CSL’s employee needs are understood and met. Global Mobility COE Services Lead Global Mobility COE to provide core services: Oversees utilization and continuous improvement of case management system askHR Employee Center/ServiceNow related to the effective management of Global Mobility cases. Reviews Assignment and Relocation Cost Estimates prior to provision to the business, if requested by Team Collaboration with Compensation COE to obtain appropriate salary for individual assignees Oversees preparation of shadow payroll calculations and implementation with home & host payrolls with guidance from external tax vendor Review balance sheet calculations for certain assignment offers Manages year-end processes for global assignees: Merit review, STI proration and Home Reference salary review Oversee individual case management for selected senior international appointments Global Mobility training and coaching Designs and develops Global Mobility training programs and delivers training and/or individual coaching to: Global Mobility team members to enable them to perform their roles. HRBP and Talent Acquisition teams to understand their role in the global mobility process Other HR COEs to understand interdependence of services with GM Others – as required Budgeting and Analytics Monitors and controls global mobility program costs, including budgeting, and cost-saving initiatives Manages the preparation of GM budgets and quarterly forecasts and analysis, including provision of separate budgets and forecast inputs by site and function. Oversees preparation of Global Mobility reports for various purposes (e.g. HRLT, Equity) Other Builds and maintains strong and effective relationships with key stakeholders to ensure that service delivery meets business expectations Ensure that high standards of service are maintained and improved upon to ensure continuous improvement Perform other duties and tasks as required including project work. Your Skills and Experience: Bachelor’s Degree in Business, Human Resources, Finance or other appropriate discipline; Master’s Degree desirable. Seven to ten years’ experience in a Senior Global Mobility role in medium to large multinational organizations; personal experience of living and working abroad highly desirable. Prior experience in other HR roles highly beneficial. Demonstrated leader of global mobility programs with significant assignee populations across multiple global jurisdictions Excellent knowledge of global mobility subject matter, including expat administration, immigration and tax compliance Demonstrated experience of managing external vendors Strong numerical and analytical skills Strong communication and influencing skills, with cross-cultural sensibility Advanced writing skills, particularly in the area of policy writing Well-developed people management skills Excellent negotiation skills Strong project management skills Experienced trainer and coach Advanced skills in Excel, Word, Outlook and PowerPoint Exceptional attention to detail with the ability to identify errors Working Conditions: Office Environment The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job While performing the duties of this job, the employee is regularly required to talk or hear.
