Job Description:
As a Project Manager representing the General Services Administration (GSA) for Region 1, you will be responsible for:
Project Management
- Project Planning – the project manager is responsible for project management of prospectus level or equally complex or precedent setting projects. Establishes evaluation criteria and measurements to assess projects.
- Project Execution - Manages all aspects of the project's finances. Ensures latest trends and state of the art technologies in facility design, construction, alterations, space management, contracting, negotiations, and knowledge management are applied. Independently develops innovative solutions to address unanticipated project complications.
- Project Closeout - Ensures completion of project documents; makes certain they are uploaded into systems of record to track established performance metrics and historical trends. Conducts and documents lessons learned.
- Customer - Negotiates and coordinates project plans, budget objectives and schedules with customer agencies to establish and/or manage customer expectations. Informs customer officials of project status.
- Stakeholders - Maintains and/or oversees continuous contact with Federal, State and local officials, and the media (in coordination with Public Affairs) with regard to project issues and status. Briefs key leadership on costs, impact, feasibility, alternatives, issues, recommendations, and status of project development.
- GSA Relationships - Leads and facilitates efforts and expertise of a wide range of disciplines.
- Directs acquisition and management of large numbers and types of contracts supporting all aspects of leasing and/or Federal construction projects. Monitors progress and evaluates performance against contract requirements.
- Prepares or assists Contracting Officer and/or the COR in preparation of statements of work, determinations, findings, and solicitation documents.
- Specialized experience in utilizing project management practices and tools to simultaneously manage multiple lease acquisition, construction and/or repair and alteration projects in a real estate environment. This experience must include:
- Managing projects (balancing scope/quality, schedule and budget) requiring the services of multiple disciplines (i.e., construction, design, IT, telecommunications, interior furnishings, etc.) from project initiation phase through financial closeout.
- Interpreting customer needs and developing them into actionable requirements.
- Developing, managing, and balancing project plans, budgets, and schedules.
- Coordinating and facilitating decisions by managing multiple stakeholders.
- Applying procurement knowledge and experience to manage contracts supporting assigned projects.
- Negotiating sound real estate business transactions.
- With the Contracting Officer and/or the COR, directs preparation and issuance of modifications and may serve as lead negotiator for assigned projects. Oversees and/or reviews project designs; coordinates development of design and specification packages for purposes of bid and determines construction completion times and prepares/reviews overall cost estimates. Participates in A/E and/or Lessor selection process and negotiations for design supervision and post-construction contract award services. Coordinates, leads, and manages the design process within a lease project.
- Negotiates contract specifications and design changes. Participates in Lessors review of bids, Lessors contractors' negotiations, and technical and business discussions with the Lessors contractors.
- Negotiates the business transaction with customer agencies, including utilization rates and financial obligations; develops complex, accurate requests for funding and tracks financial obligations and expenses.
- BS in Architecture, Civil, Mechanical or Electrical Engineering or Construction Management or equivalent experience with at least 8 years related work experience in managing office renovations and new commercial building construction. Good technical writing, analyses and communication skills as well as be independent and resourceful. Must be proficient with Microsoft software, maintaining and interpreting construction schedules, including critical path, understanding equipment/material lead times, and interdependency of various discipline/trade tasks.
- Experience managing office renovation projects
- History of working with Government Project Managers / CORs on processing change requests, requests for information, submittals, and field observation reports.
- 10-hour OSHA construction safety training is preferred.
- Excellent communication skills including writing and verbal are required. Applicant will represent the interests of the government in a professional manner and ensure quality work while maintaining good relationships with contractor as well as GSA staff.
- Must be familiar with Microsoft Excel, Word, CADD, and Project; and uploading and transferring documents on SharePoint and Google Drive sites.
Additional Comments or Details:
- Must Be Able To Travel Periodically For Site Visits Around New England Area. Mileage And Travel Expenses Is Cost Reimbursable. Travel Costs To GSA Region 1 Office Is Not Cost-Re. Typically PM’s Are Expected To Go To The Office 2-3 Times Per Week.
- Official Start Date Will Be Decided Once Applicant Successfully Obtains Hspd-12 Security Clearance "Fitness For Duty Determination ".
