Title: Manager, Subcontracts (Hybrid) This position offers a hybrid work schedule; some hours will be remote, and some hours will be in the office. KBR is seeking a Manager, Subcontract to support our Space Mission Solutions Divisions, Subcontracts Department for KBR’s Science and Space business unit. The Subcontracts Manager will provide direct oversite to a team of buyers supporting SMS of S&S. Manager will be primarily focused on staff and workload management, as well as provide direct support to programs for reporting and large procurement planning. RESPONSIBILITIES: Directly responsible for the oversight of the Procurement Team in support the Human Exploration Directorate. Maintain a working knowledge of KBR’s procurement, policies, procedures, practice, program requirements, goals, and objectives, Responsible for staff compliance. Intuitively work amongst the program requirements and corporate policy to ensure overall compliance. Read and understand the Prime Contract: flow down applicable clauses in procurement. Identify potential for sourcing strategies and determine the appropriate procurement vehicles to utilize strategic pricing. Negotiate with external vendors to secure advantageous terms. Interact and engage potential vendors to help meet small business goals. Interface with all levels of the project team – and be able to represent and interface with all levels of internal and/or external management and corporate organization persons. Gather and compile data essential to solicitation, negotiation, and administration of purchase orders to meet government regulation. Lead/Participate in advance procurement planning for large or complex procurements. Lead/Participate in negotiation of terms and conditions. Review and monitor compliance of files; prepare corrective actions as required. Prepare, maintain, retrieve, and communicate records, reports, or documents that may be required to meet corporate and client requirements. Participate in project functional audits. Review and interpret metrics; Expect unfavorable events through analysis of data and prepare control strategies. Actively participate in regular management meetings; make recommendations for efficiencies and changes; provide training to staff regarding all training. Establish and maintain communications with client representatives and Program staff through meetings, telephone and web conferences, and reports to provide for client satisfaction. Be the initial escalation point when customers do not feel they are receiving a satisfactory service. Be a source of support and offer support and advice to the Procurement Team when they are faced with challenges in their work. Ensure standardization of processes and documents between all procurement office locations. Building capabilities of team members through mentoring, coaching and where necessary, performance management. REQUIRED EDUCATION/EXPERIENCE: Candidates must meet the requirements listed below to be considered for this position; please note required items on your resume. This position requires U.S. Citizenship due to the sensitivity of customer related information. Accredited four (4) year degree in supply chain management, logistics, business administration or related field. Must have 7 years of directly related experience and a minimum of 3 years of management experience; or a combination of education and directly related experience equal to 15 years if non-degreed with a minimum of 5 years of management experience. Must have experience with the FAR and the DFAR; must be noted on your resume. Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors. Job related technical knowledge necessary to complete the job. Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines. Ability to attend to detail and work in a time-conscious and time-effective manner. Aptitude in decision-making and working with numbers. PREFERRED EDUCATION/EXPERIENCE: Experience with Deltek Costpoint. Excellent oral and written communication skills. Strong administrative and organizational skills.
