Summary Broad knowledge of the DoD Contract Administration lifecycle from RFP receipt through contract closeout and direct experience with contract negotiations. Act as the sole subject matter expert on all issues related to the contracts under your responsibility at the Broken Arrow, OK site, Evaluate Requests for Proposal/Quotation with interpretation of Terms and Conditions and associated risks and opportunities, Participate in proposal preparation and prepare, conduct, and complete contract negotiations, Prepare negotiation strategies, present to senior leadership, and lead the negotiation team, Maintain contract files in accordance with CAE USA policy in electronic SharePoint folders, Maintain all incoming and outgoing customer correspondence and act as a liaison between the company and the Customer, Administer contracts in accordance with CAE USA company policies and procedures, applicable laws and regulations and customer requirements, Monitor contract performance and assuring compliance to the contract, Provide assistance to other program team members as needed, and Travel to customer locations, or CAE USA company sites, as required (<10% CONUS). QUALIFICATIONS AND EDUCATION REQUIREMENTS Bachelor’s degree in Finance, Business, Engineering, or other related field 5-10 years of direct DoD contracts management experience Knowledge of the Government procurement lifecycle and associated procurement systems, Working knowledge of the Federal Acquisition Regulation and the Defense Federal Acquisition Regulation Supplement, including ITAR / EAR export regulations and statutes Some experience in commercial contracts required and experience in foreign contracts/subcontracts desired Other relevant experience in lieu of a portion of the direct Contract Administration experience may be considered Excellent verbal and written communication The ability to analyze and interpret Terms and Conditions, and explain (both verbally and in writing) such interpretations to company management and legal counsel is required The ability to logically reason and to choose the best approach from among several alternatives i Active and current DoD Secret clearance CERTIFICATES, LICENSES, REGISTRATIONS Holding a CPCM, CPM or CFCM certification (or equivalent certification) is a plus. SECURITY RESPONSIBILITIES Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources. · Must hold an active and current DOD Secret Security Clearance Must complete all security training on time, as required Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
