Job Description: PROJECT MANAGER, PRINCIPAL - Environmental Planning - Pasadena, California Job Profile Summary: Our Parsons Pasadena office in the Los Angeles area is now hiring for an experienced Principal Project Manager to oversee and manage various environmental planning projects in Southern California. This role requires a strong working knowledge of CEQA, NEPA and Caltrans requirements for environmental studies. Provides direction and management for medium to large-sized projects and ensures on-schedule completion within or below budget in accordance with contractual obligations. Responsible for the scope development, scope management, and performance of the project to meet project goals and objectives. Plans and defines project goals and devises methods to accomplish them; develops in-depth knowledge of client objectives and meets contract terms in accordance with corporate policies. Typically manages projects up to $250 million in contract value. This role offers hybrid remote working flexibility ( meaning ability to work from home 2-3 days per week). Specific Responsibilities - Plans, directs, supervises, and controls the execution of all technical, fiscal, and administrative functions of the assigned project. - Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required. - Establishes program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria. - Assigns responsibility for executing tasks to key subordinates after careful assessment of how to utilize their qualifications and strengths. - Negotiates changes to the scope of work with the client and subcontractors. - Markets and secures additional environmental study work with clients and identifies new opportunities for environmental studies. Serves as lead proposal manager for environmental proposals and cost estimates, as needed. - Responsible for following up on instructions and commitments associated with the project. - Responsible for the development and distribution of a project description to all members of the project team for reference. Assists in the development of project assumptions, when needed, for environmental analysis. - Provides input on personnel performance reviews and development plans for subordinates. - Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality environmental studies. - Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers. - Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for environmental elements of a project. - Works with the key project staff to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work; advises the client and company management of any such changes. - Responsible for maintaining current and timely change orders. - Promotes technical excellence on environmental projects through application of Quality Assurance processes. - Monitors and reports to management on the progress of all project activity, including significant milestones, and any conditions which would affect project cost or schedule. - Acts as the Company representative with the client and selected subcontractors during project execution. - May participate in negotiations with regulatory agencies and in public meetings in support of clients. - Performs other responsibilities associated with this position as may be appropriate. Skills and Competencies - Ability to meet Parsons’ project management certification requirements - Strong working knowledge of CEQA, NEPA and Caltrans requirements for environmental studies -Familiarity with the integration of engineering/technical aspects with environmental analyses and standards -Demonstrated understanding of environmental analysis as related to municipal and infrastructure projects in Southern California - Advanced leadership skills with ability to perform in a management capacity - Excellent written and oral communications skills - Thorough knowledge of environmental practices and regulations Education and Typical Experience - Bachelor's Degree in an environmental related discipline - 15 years or more of related environmental work experience - previous project management experience on environmental study projects, and - broad environmental and scientific background preferably in a consulting capacity Licenses and Certifications Professional registration is not required. Project Manager certification is desired. What You'll Be Doing: · Serve as a Principal Project Manager on medium to large environmental study projects. · Manage environmental study teams on multiple projects in Southern California and other locations. · Lead marketing and proposal efforts to win new environmental projects within existing on-call contracts as well as with new clients. · Have a leading role in marketing direction and efforts.
