The Technical Writer-Researcher 3 reports to the Division Chief and will provide diverse and
complex duties in support of the Division. He/she will provide professional and extensive research and writing support in the day-to-day operations of the division.

Major Duties:
• Prepare written documentation, as requested, relative to all new development, rewrites and provides guidance on related activities;
• Write Standard Operating Procedures (SOP) and other procedural documents;
• Conduct internal audits of division processes to ensure compliance with established SOPs;
• Assist the Operations Coordinator with financial analyses to identify and resolve issues that impact the validity of d contained in the Federal government's financial system,;
• Must have strong MS Excel skills to produce monthly financial reconciliation reports depicting all obligations and expenditures of financial resources;
• Attend meetings and capture and distribute minutes derived from the meeting;
• Utilize training dbase to generate reports depicting training outcome and training effectiveness following completion of training courses;
• Compile Weekly Activity Reports (WAR) obtained from divisional personnel to develop the final Division Report. The WAR Report is approved by the Chief and forwarded to front office for possible inclusion in WAR to senior leadership at CA;
• Maintain central document control for all papers and maintains an accurate and current library of technical resources and documentation.

Professional Qualifications/Skills:
• Two years as a Technical Writer/Researcher 2 or equivalent experience.
• Must be a US citizen and possess or be able to obtain/maintain a SECRET clearance;
• Bachelor's degree and five years’ experience or a combination of experience (seven years writing experience) and education or certifications required;
• Must be highly organized and have excellent oral and written communication skills in order to interface with personnel, other Department of State, State Bureaus and other government agencies at all-levels;
• Ability to handle multiple tasks simultaneously;
• Must demonstrate thorough knowledge of Microsoft applications (MS Word, PowerPoint). Solid Excel experience is required;
• Must be able to demonstrate excellent writing, editing and proofreading skills to write and review technical documents;
• Knowledge of basic accounting skills is helpful;
• Experience using government procurement, i.e., acquisition policy and procedures is preferred but not required;
• Ability to work independently.
